Let`s Eliminate Indian Terrorists in Bangladesh

Hasina-Monmohan cry wolf jointly. As they could not eliminate the Mosques and transform the Islamic nation in Deen-e-Elahee, Could not impose Hindi instead of Bangla in Bangladesh. Indian interests are to keep Muslim countries unstable as it needs Bangladesh-Pakistan-Afghanistan under their knees for grabbing wealth. Moreover the rapid growth of Bangladesh in terms of modernization and wealth influences over the North-East border Indian districts. It also bring the Delhi`s discrimination to that huge region too. So, Indian strategy of collapsing Bangladesh becomes their one of prime Military agenda. That matches Indian expansionist design. But the USA-European flows of winds turn for Bangladesh. A slogan, “Let`s eliminate Indian Terrorists in Bangladesh” shines on posters.

The Bangladesh administration is controlled by Indian Intelligence-RAW. It already collapsed BDR, weakened Armed-forces. Highest to lowest courts run under the same control. Prime Minister office is treated as RAW regional co-coordinating office. Ministry of Home-Foreign Affairs are directly dictated by the Indian officers. Indian trained Four Lac Eighty six thousand Nine Hundred Sixty (4, 86,960) Fanatic Hindu terrorists are the key fighters that are engaged in Government positions to collapse the sovereignty and Independence at the time sabotage in USA interests. These terrorists are all Indian trained. They instigate the instability of Bangladesh from inside the government. A surprising technique!

India has a long history of using terrorists and sending the hordes across borders. It captured Hyderabad, Junagarh and Manvadar illegally through police actions. It forced many smaller states to join the Indian Union by force of arms. It sent its forces to illegally capture Srinagar, using a fake article of accession which it now claims is lost–as if it ever existed. It sent militants to Tibet and Aksai Chin instigating a ferocious attack from China. It sent terrorists into Sikkim, and Bhutan and eventually illegally occupied Sikkim. It sent LTTE terrorists into Lanka trying to bifurcate the small peaceful Buddhist Island. It even tried terrorism in Myanmar and Maldives. It motivated the Hindu youths in Refugee camps, armed and engaged the Mukti Bahinee guerrilla groups across the border into East Pakistan in 1971. It than tried to incorporate Bangladesh using the Rakshi Bahinee after Awami League climbed on the government.

Now, Whatever Hasina, Rehana, Sajeeb Joy, Dipu Moni, Sahara and Ashraf are painting as friendlier relation with India is in real annexation procedure with India that the Fakhruddin-Moinuddin-Iftekharinitiated. Obviously, India needs terrorist regiments as Pakistani Army and ISI are rock to them  to defeat whereas Bangladesh is so rootless to them that it purchases the pillars as it needs. Indian officers train and control the civil and military officers in Bangladesh.

An article in one of Canada’s national magazines, Macleans, reported on an interview with a Pakistani ISI spy Farouk, who claimed that

India’s intelligence services, Research and Analysis Wing (RAW), have “tens of thousands of RAW agents in Pakistan.”

Many officials inside Pakistan were convinced that,

“India’s endgame is nothing less than the breakup of Pakistan. And the RAW is no novice in that area. In the 1960s, it was actively involved in supporting separatists in Bangladesh, at the time East Pakistan. In September of 2008, the editor of Indian Defence Review wrote an article explaining that a stable Pakistan is not in India’s interests:

“With Pakistan on the brink of collapse due to massive internal as well as international contradictions, it is matter of time before it ceases to exist.” He explained that Pakistan’s collapse would bring “multiple benefits” to India, including preventing China from gaining a major port in the Indian Ocean, which is in the mutual interest of the United States. The author explained that this would be a “severe jolt” to China’s expansionist aims, and further, “India’s access to Central Asian energy routes will open up.”http://www.indiandefencereview.com/2008/09/stable-pakistan-not-in-indias-interest.html

In August of 2009, Foreign Policy Journal published a report of an exclusive interview they held with former Pakistani ISI chief Lieutenant General Hamid Gul, who was Director General of the powerful intelligence services (ISI) between 1987 and 1989, at a time in which it was working closely with the CIA to fund and arm the Mujahedeen. Once a close ally of the US, he is now considered extremely controversial and the US even recommended the UN to put him on the international terrorist list. Gul explained that he felt that the American people have not been told the truth about 9/11, and that the 9/11 Commission was a “cover up,” pointing out that, “They [the American government] haven’t even proved the case that 9/11 was done by Osama bin Laden and al Qaeda.” He said that the real reasons for the war on Afghanistan were that:

“The U.S. wanted to “reach out to the Central Asian oilfields” and “open the door there”, which “was a requirement of corporate America, because the Taliban had not complied with their desire to allow an oil and gas pipeline to pass through Afghanistan. UNOCAL is a case in point. They wanted to keep the Chinese out. They wanted to give a wider security shield to the state of Israel, and they wanted to include this region into that shield. And that’s why they were talking at that time very hotly about ‘greater Middle East’. He also stated that part of the reason for going into Afghanistan was “to go for Pakistan’s nuclear capability,” as the U.S. “signed this strategic deal with India, and this was brokered by Israel. So there is a nexus now between Washington, Tel Aviv, and New Delhi.” When he was asked about the Pakistani Taliban, which the Pakistani government was being pressured to fight, and where the financing for that group came from; Gul stated:

“Yeah, of course they are getting it from across the Durand line, from Afghanistan. And the Mossad is sitting there, RAW is sitting there — the Indian intelligence agency — they have the umbrella of the U.S. And now they have created another organization which is called RAMA. It may be news to you that very soon this intelligence agency — of course, they have decided to keep it covert — but it is Research and Analysis Milli Afghanistan. That’s the name. The Indians have helped create this organization, and its job is mainly to destabilize Pakistan.”

He explained that the Chief of Staff of the Afghan Army had told him that he had gone to India to offer the Indians five bases in Afghanistan, three of which are along the Pakistani border. Gul was asked a question as to why, if the West was supporting the TTP (Pakistani Taliban), would a CIA drone have killed the leader of the TTP. Gul explained that while Pakistan was fighting directly against the TTP leader, Baitullah Mehsud, the Pakistani government would provide the Americans where Mehsud was, “three times the Pakistan intelligence tipped off America, but they did not attack him.” So why all of a sudden did they attack?

Because there were some secret talks going on between Baitullah Mehsud and the Pakistani military establishment. They wanted to reach a peace agreement, and if you recall there is a long history of our tribal areas, whenever a tribal militant has reached a peace agreement with the government of Pakistan, Americans have without any hesitation struck that target.

… there was some kind of a deal which was about to be arrived at — they may have already cut a deal. I don’t know. I don’t have enough information on that. But this is my hunch, that Baitullah was killed because now he was trying to reach an agreement with the Pakistan army. And that’s why there were no suicide attacks inside Pakistan for the past six or seven months.

Further, there were Indian consulates set up in Kandahar, the area of Afghanistan where Canadian troops are located, and which is strategically located next to the Pakistani province of Baluchistan, which is home to a virulent separatist movement, of which Pakistan claims is being supported by India. Macleans reported on the conclusions by Michel Chossudovsky, economics professor at University of Ottawa, that,

“the region’s massive gas and oil reserves are of strategic interest to the U.S. and India. A gas pipeline slated to be built from Iran to India, two countries that already enjoy close ties, would run through Baluchistan. The Baluch separatist movement, which is also active in Iran, offers an ideal proxy for both the U.S. and India to ensure their interests are met.”

In September of 2009, the Pakistan Daily reported that captured members and leaders of the Pakistani Taliban have admitted to being trained and armed by India through RAW or RAMA in Afghanistan in order to fight the Pakistani Army. http://www.daily.pk/proof-captured-ttp-terrorists-admit-to-being-indian-raw-agents-11015/

The Council on Foreign Relations published a backgrounder report on RAW, India’s intelligence agency, founded in 1968

“primarily to counter China’s influence, [however] over time it has shifted its focus to India’s other traditional rival, Pakistan.” For over three decades both Indian and Pakistani intelligence agencies have been involved in covert operations against one another. One of RAW’s main successes was its covert operations in East Pakistan, now known as Bangladesh, which “aimed at fomenting independence sentiment” and ultimately led to the separation of Bangladesh by directly funding, arming and training the Pakistani separatists. Further, as the Council on Foreign Relations noted, “From the early days, RAW had a secret liaison relationship with the Mossad, Israel’s external intelligence agency.”http://www.cfr.org/publication/17707/

Bangladesh is in the endgame of destabilization. The Indian trained militants are already positioned to damage and eliminate the patriotic elements and collapse the sovereignty and independence of Bangladesh. The next scene is waiting to appear as it faces challenges. Indian terrorization and collapsing Bangladesh is far different than Pakistan-Afghan battle field in more cases.

Of course, the Obama administration has opened a new strategy on Bangladesh and it`s near that the real Bangladeshi nationalists are sourcing supports recently. Ex-Prime Minister Khaleda Zia`s significant visit in Washington DC, NewJersy and New York as the leader of the opposition in Bangladesh National parliament in last week will bring face to face the Indian terrorists and Bangladeshi nationalists in Dhaka. The professionals and Journalists are desperate under the leadership of renowned Journalist Mahmudur Rahman called for up rise to topple down the government. The World super power prefers to see the down fall of the Hasina government soon that`s the observers assumption. India is taken in partnership on Afghanistan and Pakistan sector with NATO and on the other hand the Bangladesh and up to China will be controlled by USA direct. That will come up.

বাংলাদেশের সীমান্ত নিরাপত্তা এবং জাতীয় সার্বভৌমত্ব

ভূমিকা

 

নির্দিষ্ট সীমান্ত একটি রাস্ট্রের মৌলিক বৈশিষ্টের কয়েকটির মধ্যে অন্যতম। সুনির্দিষ্ট সীমান্ত বিহীন কোন রাস্ট্রের অস্তিত্বই কল্পনা করা যায়না। এজন্য একটি রাস্ট্রের পক্ষে – সীমান্ত চিহ্নিত করে তার যথাযথ সংরক্ষন যেমন জরুরী, তেমনি জরুরী – সে সীমান্তের মধ্য দিয়ে যে কোন বহিঃশক্তির আগ্রাসন, অনুপ্রবেশ, অবাধ চলাচল, চোরাচালান, মানব পাচার ইত্যাদি প্রতিরোধ এবং নিয়ন্ত্রন করা।

 

সাবেক পূর্ব পাকিস্তানের ভূখন্ডকেই আমরা মুক্তিযুদ্ধের মাধ্যমে ১৯৭১ সালের ১৬ই ডিসেম্বর থেকে স্বাধীন ভূমি হিসেবে লাভ করেছি।

১৯৭৪ সালের মুজিব-ইন্দিরা স্বাক্ষরিত সীমান্ত চুক্তি মোতাবেক বাংলাদেশের বেরুবাড়ী ছিটমহলটি সংবিধান সংশোধন করে ভারতকে হস্তান্তর করা হয়; বিনিময়ে ভারত বাংলাদেশকে তার ছিটমহল আংগরপোতা-দহগ্রামে যাবার জন্য ৩ বিঘা করিডোর হস্তান্তরের কথা ছিল; কিন্তু গত ৪০ বছরেও ভারত সেই ৩ বিঘা করিডোর বাংলাদেশকে হস্তান্তর করেনি।

 

আন্তর্জাতিক পর্যায়ে চুক্তি স্বাক্ষর করেও সে চুক্তিকে অমান্য করা এবং প্রতিবেশী দেশের উপর অর্থনৈতিক, বাণিজ্যিক, প্রাকৃতিক, সামরিক, রাজনৈতিক, কুটনৈতিক ইত্যাদি নানাবিধ বৈরী আচরন করে লক্ষ্যস্হ প্রতিবেশীকে তার নিয়ন্ত্রনে রাখার কৌশল অবলম্বন – ভারতের ভূরাজনৈতিক স্বার্থ রক্ষার উদ্দেশ্য চানক্য কুটনীতির বিষয় বলেই প্রতীয়মান।

 

আর ভৌগোলিকভাবে ৩ দিক থেকেই ভারত দ্বারা পরিবেষ্টিত বিধায় ভারতের বৈরী আচরন ও আগ্রাসনের শিকার বাংলাদেশ।

 

সীমান্তে আগ্রাসন

 

সীমান্তে ভারতের কাছ থেকে বাংলাদেশ যে সব বৈরী আচরণের শিকার হচ্ছে- তার কিছু উদাহরন হলোঃ

 

(১) সীমান্তে বিএসএফ কর্তৃক বাংলাদেশী মানুষ হত্যা করা।

(২) সীমান্ত দিয়ে মাদক দ্রব্য ও বেআইনী অস্ত্র পাচার করা।

(৩) সীমান্ত দিয়ে ব্যাপক চোরাচালান।

(৪) সীমান্ত দিয়ে অনুপ্রবেশ করে অপহরণ, ধর্ষণ, নির্যাতন ইত্যাদি অপরাধ করা।

(৫) বাংলাদেশের সীমান্তরক্ষী বাহিনীর নিরাপত্তা চৌকিতে হামলা করা যেমন- রৌমারীতে তৎকালীন বিডিআর পোস্টে আক্রমন করা হয়েছিল।

(৬) বাংলাদেশের সীমান্ত সংলগ্ন ভূমি দখল করা।

(৭) বাংলাদেশের সমূদ্র সীমায় জাগরিত তালপট্টি দীপ দখল করন।

(৮) বাংলাদেশের সমূদ্র সীমার দুই-তৃতীয়াংশ জুড়ে ভারতের অবৈধ দাবী উত্থাপন।

(৯) বছরে প্রায় ২২০০০ নারী ও শিশুকে পাচার করে তাদেরকে ভারতের বিভিন্ন পতিতালয়ে এবং কল-কারখানায় দাস হিসেবে ব্যবহার করা।

(১০) বেরুবারীর বদলে তিন বিঘা করিডোর হস্তান্তর না করা-ইত্যাদি।

 

বাংলাদেশের সার্বভৌমত্বের বিরুদ্ধে আঘাত স্বরুপ যে-সব কর্মকান্ড ভারত এ যাবত গ্রহণ করেছে সেগুলো হলোঃ

 

(১) ১৯৭১ সালেই মুক্তিযুদ্ধ চলাকালীন ভারত বাংলাদেশের প্রবাসী সরকারকে বাধ্য করে ৭ দফা চুক্তি স্বাক্ষরে- যার মাধ্যমে বাংলাদেশের মর্যাদা একটি সার্বভৌমত্বহীন রাস্ট্রে নামিয়ে আনা হয়।

 

(২) ১৯৭১ সালে ৯ মাস  ব্যাপী মুক্তিযুদ্ধে আমাদের লক্ষাধিক মুক্তিসেনা এবং পুরো জাতি যে সংগ্রাম ও ত্যাগ তিতীক্ষা বরন করেছে তাকে অস্বীকার করে পাকিস্তানী বাহিনীকে পরাজিত করার একক দাবীদার হিসেবে ভারত নিজেকে আবির্ভূত করে । কিন্তু বাস্তবতা হলো এই যে- বাংলাদেশের লক্ষাধিক মুক্তিযোদ্ধা এবং পুরো জাতি মিলে পাকিস্তানী বাহিনীকে পর্যুদস্ত না করলে এবং যৌথ বাহিনীকে সমর্থন না করলে – ভারত কোন দিনই পাকিস্তানী বাহিনীকে পরাস্ত করতে পারতো না।

 

(৩) মুজিব-ইন্দিরা স্বাক্ষরিত ২৫ বছরের গোলামী চুক্তির মাধ্যমে বাংলাদেশের প্রতিরক্ষা ও পররাস্ট্র নীতি ভারতের উপর নির্ভরশীল করা হয়েছিল।

 

(৪) ভারত ১৯৭৫ সালের পর কাদেরীয়া বাহিনীকে বাংলাদেশের সীমান্ত এলাকায় দীর্ঘদিন যাবত হামলা পরিচালনায় সহায়তা দিয়েছে।

 

(৫) ভারতের কোলকাতায় বসে ‘বঙ্গভুমি আন্দোলন’ নামক বাংলাদেশ বিরোধী বিচ্ছিন্নতাবাদী গ্রুপ মিটিং মিছিল ও সভা–সমাবেশ করে, যাদের দাবী – বাংলাদেশের দক্ষিন-পশ্চিমাঞ্চলে একটি হিন্দু রাস্ট্র গঠন করা।

 

(৬) ভারত বাংলাদেশের পার্বত্য চট্টগ্রামের বিচ্ছিন্নতাবাদী চাকমা সন্ত্রাসীদেরকে দীর্ঘদিন যাবত অস্ত্র, গোলাবারুদ, রসদ, আশ্রয় ও প্রশিক্ষণ দিয়ে পার্বত্য চট্টগ্রামে প্রায় ৩৫০০০ মানুষকে হত্যা করতে সহায়তা করেছে। ভারতের মাটিতে বসে তারা আজো বাংলাদেশ বিরোধী প্রপাগান্ডা চালাচ্ছে। বাস্তবে এটি হলো বাংলাদেশের বিরুদ্ধে ভারতের প্রক্সি যুদ্ধ।

 

(৭)  ভারতীয় সীমান্তরক্ষী বাহিনী কর্তৃক পাখির মত গুলি করে বাংলাদেশী নাগরিকদের হত্যা করা হয়। মানবাধিকার সংগঠন ‘অধিকার’-এর রিপোর্ট অনুযায়ী – ২০০০ সালের জানুয়ারীর প্রথম থেকে চলতি ২০১১ সালের আগষ্টের ৩১ তারিখ পর্যন্ত ভারত ৯৯৮ জনকে হত্যা, ৯৯৬ জনকে আহত,  ৯৫৭ জনকে অপহরন, ২২৬ জনকে গ্রেফতার এবং ১৪ জনকে ধর্ষণ করেছে।

 

(৮) ভারত বাংলাদেশকে কাঁটাতারের বেড়া দ্বারা ঘিরে ফেলে পৃথিবীর বৃহত্তম কারাগারে পরিণত করেছে।

 

(৯) ভারত বাংলাদেশে প্রবেশকারী ৫৪ টি আন্তর্জাতিক নদীর উপর বাঁধ নির্মাণ করেছে এবং টিপাইমুখ বাঁধ নির্মাণের পরিকল্পনা হাতে নিয়েছে- যা বাংলাদেশের বৃহত্তম সিলেট অঞ্চলকে মরুভুমিতে পরিণত করবে।

 

(১০) ভারত ফারাক্কা বাঁধের মাধ্যমে গঙ্গা নদীর পানি উজানে প্রত্যাহার করে নিচ্ছে। ১৯৯৬ সালে আওয়ামী সরকার গ্যারান্টি ক্লজ ও আন্তর্জাতিক মধ্যস্ততার বিধান ছাড়াই গঙ্গা চুক্তিতে স্বাক্ষর করে কিন্তু এযাবত কোন বছরেই ভারত বাংলাদেশকে পানির ন্যায্য হিস্যা দেয়নি। এছাড়া, একসাথে ফারাক্কার সবগুলো গেইট খুলে দিয়ে প্রতি বছর বাংলাদেশে কৃত্রিম বন্যা সৃষ্টি করছে। ফারাক্কা বাঁধের কারনে বাংলাদেশের নদীতে নাব্যতা কমে অনেক নদী সরু খালে পরিনত হয়েছে; উত্তরাঞ্চলে দেখা দিয়েছে মরুকরণ,আর্সেনিকে আক্রান্ত হয়েছে প্রায় অর্ধ কোটি মানুষ।

 

(১১) ভারত হাসিনা সরকারের সহায়তায় বাংলাদেশকে তার গোয়েন্দা বাহিনীর বিচরণ ক্ষেত্রে পরিণত করেছে; বাংলাদেশের ভিতর থেকেই ‘র’ এর সদস্যরা এখন হরহামেশা মানুষ ধরে নিয়ে যায়।

 

(১২) ভারত ‘ব্যাগ ভরতি টাকা এবং মন্ত্রনা’ দিয়ে বাংলাদেশের গত নির্বাচন তথা রাজনীতিতে হস্তক্ষেপ করেছে বলে লন্ডনের ‘ইকোনোমিষ্ট’ পত্রিকা তথ্য বের করেছে।

 

(১৩) ভারত জেএমবি নামক উগ্রবাদী গোষ্ঠী তৈরীতে মদদ দিয়ে বাংলাদেশকে তথাকথিত ইসলামী জঙ্গীদের দেশ হিসেবে বহিঃর্বিশ্বে উপস্থাপন করতে চায়।

(১৪) ভারতের গোয়েন্দা সংস্থা বাংলাদেশের সবচেয়ে জনপ্রিয় প্রেসিডেন্ট জিয়াউর রহমানকে হত্যার পরিকল্পনা হাতে নিয়েছিল বলে ভারতীয় লেখকেরাই এখন স্বীকার করছেন।

ভারতের গোয়েন্দা সংস্থা 'র'

(১৫) বাংলাদেশের সার্বভৌমত্ব বিরোধী করিডোর সুবিধা আদায়ের উদ্দেশ্যে ভারত  ‘সহযোগিতার জন্য কাঠামো চুক্তি’ স্বাক্ষর করেছে এবং বাংলাদেশের সকল সেক্টরে অনুপ্রবেশের সুযোগ হাতিয়ে নিয়েছে। এর ফলে বাংলাদেশের অর্থনৈতিক স্বার্থ, নিরাপত্তা ও সার্বভৌমত্ব দারুনভাবে ব্যাহত হবে।

 

(১৬) ভারত তার উত্তর-পূর্বাঞ্চলের স্বাধীনতা আন্দোলন দমন এবং বিতর্কিত অরুণাচল প্রদেশ নিয়ে চীনের সাথে সম্ভাব্য সংঘর্ষে বাংলাদেশের ভূমিকে ব্যবহার করার পরিকল্পনা নিয়ে তার সামরিক কার্যক্রমে বাংলাদেশকে জড়িয়ে ফেলার পরিকল্পনা নিয়েছে- এবং এ উদ্দেশ্যে বাংলাদেশের বুক চিড়ে তার সামরিক বহর চলাচলের জন্য করিডোর সুবিধা আদায় করেছে।

 

(১৭) বিএসএফ কর্তৃক বাংলাদেশী নাগরিকদের হত্যা করা হলেও সেসব হত্যাকান্ডকে স্বাভাবিক মৃত্যু বলে আক্ষায়িত করার জন্য ভারতীয় বিএসএফ প্রধান ঢাকায় বসে নছিহত করে গেছেন।

 

সরকারের প্রতি প্রস্তাবিত আহবানঃ

 

ভারতের উপরোল্লেখিত আচরনের প্রেক্ষিতে বাংলাদেশের সীমান্ত নিরাপত্তা এবং জাতীয় সার্বভৌমত্ব রক্ষার জন্য সরকারের প্রতি নিম্নোক্ত আহবান জানানো জরুরীঃ

 

(ক) সীমান্তে হত্যা, নির্যাতন, অপহরন, ধর্ষণ ইত্যাদি মানবাধিকার লংঘনের বিরুদ্ধে শক্ত কুটনৈতিক প্রতিবাদ জানানো এবং এসব অপরাধ বন্ধ না হলে জাতিসংঘের শরণাপন্ন হওয়া;

(খ) সীমান্তে ভূমি দখল, সশস্ত্র আগ্রাসন এবং সামরিক স্থাপনা নির্মান থেকে ভারতকে বিরত রাখা এবং কোন ভূমি ভারতের কাছে হস্তান্তরকরণ থেকে বিরত থাকা;

 

(গ) বাংলাদেশের অর্থনীতি, কৌশলগত নিরাপত্তা এবং জাতীয় সার্বভৌমত্ব পরিপন্থী করিডোর প্রদানের কার্যক্রম থেকে ফিরে আসা;

(ঙ) মুজিব-ইন্দিরা চুক্তি অনুযায়ী ১৯৭৪ সালে বেরুবাড়ী হস্তান্তরের বিনিময়ে ৩ বিঘা করিডোর সম্পূর্নভাবে বিনিময় করতে এবং তালপট্টি দ্বীপ ভারতের দখলমুক্ত করতে কার্যকরী ব্যবস্থা গ্রহন;

(চ) সীমান্তে চোরাচালান ও মানব পাচার বন্ধকরণ; এযাবত বিএসএফ এর হাতে ক্ষতিগ্রস্থদের জন্য আন্তর্জাতিক নিয়মানুসারে ক্ষতিপূরন আদায়ের ব্যবস্থা করন;

 

(ছ) ভারতের উত্তর পূর্বাঞ্চলীয় রাজ্যসমূহে চলমান স্বাধীনতা আন্দোলন দমনে এবং চীনের সাথে ভারতের সম্ভাব্য কোন সামরিক সংঘর্ষে বাংলাদেশের ভূমি ব্যবহারের ভারতীয় পরিকল্পনার অংশ হওয়া থেকে বিরত থাকা;

 

(জ) পার্বত্য চট্টগ্রামের সশস্ত্র বিচ্ছিন্নতাবাদীদেরকে সাহায্য-সহযোগিতা দান থেকে বিরত থাকতে প্রতিবেশী রাস্ট্রের সাথে দক্ষ কুটনৈতিক ব্যবস্থা গ্রহন;

 

(ঝ) তিস্তার পানি বন্টন চুক্তিকে করিডোর প্রদানের সাথে সম্পরকিত না করা এবং ভবিষ্যতে তিস্তা চুক্তিতে গ্যারান্টি ক্লজ ও আন্তর্জাতিক মধ্যস্থতার ব্যবস্থা রাখা;

 

(ঞ) পিলখানায় ৫৭ জন অফিসারকে হত্যার পেছনের ষড়যন্ত্রকারীদেরকে সনাক্ত করতে কার্যকরী ব্যবস্থা গ্রহন এবং সীমান্তের ৮ কিঃ মিঃ এলাকা থেকে পুলিশ-র‍্যাব তুলে এনে সীমান্তকে আরো অরক্ষিত করা থেকে বিরত থাকা;

 

( ট) বাংলাদেশে ভারতীয় গোয়েন্দা সংস্থা ‘র’ এর সকল কার্যক্রম বন্ধ করা এবং বাংলাদেশের অভ্যন্তরীন রাজনীতিতে ‘ব্যাগভরতি টাকা ও শলাপরামর্শ’ দিয়ে হস্তক্ষেপ করা থেকে ভারতকে বিরত রাখা।

Hasina Asked US To Make Sure “Bangladesh Military Is Accepting Her Authority”

In the wake of 2009 BDR mutiny, Prime Minister Sheikh Hasina asked for assistance from the US government to make sure “the [Bangladesh] military is really very careful” and accepting of the civilian authority, said a leaked diplomatic dispatch.

The premier made the request in a one-on-one “off-the-record” conversation on November 5, 2009 with the then US ambassador James F Moriarty, according to the cable sent to Washington four days later.

“The Ambassador commented that he still had concerns about civilian-military relations in Bangladesh and viewed the BDR Mutiny as a symptom of historically poor civilian-military relations,” said the cable posted on the whistleblower website WikiLeaks.

PM Hasina had emphasised establishing a new structure to expedite progress in civil-military relationship, another cable sent to Washington on May 28 quoted PM’s Adviser Gowher Rizvi as saying.

At a meeting with the then US ambassador James F Moriarty on May 26, 2009, Rizvi said the prime minister continued to look for ways to tackle a key priority, strengthening civil-military relations in Bangladesh, said the cable.

“Early in her tenure as PM, Hasina talked about establishing a civ-mil structure that might include a Joint Chiefs of Staff and/or a Defence Minister/Advisor,” the dispatch quoted Rizvi as saying. It noted there was no separate defence minister in Bangladesh then; the prime minister held the defence portfolio herself.

“The Bangladesh Rifles mutiny in February made this objective both more difficult and more urgent, Rizvi observed,” the cable said.

Quoting Rizvi, the cable said, “Bangladesh Prime Minister Sheikh Hasina continues to grapple with thorny problems like improving civil-military relations and overcoming inept bureaucrats.”

Before meeting Rizvi, the then US ambassador held a meeting with LGRD Minister Syed Ashraful Islam who told Moriarty that he urged PM Hasina to appoint a full time defence minister, said another cable.

Ashraf said the BDR issue seemed to be settling down. He was critical of opposition efforts to second guess the government’s handling of the issue, said the cable.

The ambassador stressed the importance of a credible investigation into the mutiny and noted the US government concerns about deaths in custody of accused mutineers.

The cable reads: “Ashraf said he shared these concerns and claimed he had argued in cabinet for a civilian trial for those accused. The Ambassador said it was important that any legal process be transparent. Ashraf noted the Army should not be ‘too enthusiastic’ and realize excesses would reflect poorly on the institution. Ashraf predicted there could be sympathy in army enlisted ranks for the BDR jawans if they were mistreated.”

The ambassador noted US government’s offer to help Bangladesh to strengthen civil-military relations. He underscored the need to look at roles and responsibilities of different institutions, including the defence ministry and parliament.

Yes! The news finally comes true. The Indian Army Chief General Vijay Kumar Singh is entering in Bangladesh on Sunday June 19 and he will oversee their military interests. The cadets will salute his command in passing out parade at Fauzdarhat Military Academy, Chittagong.

Though from the government side it is told that the Indian COAS will be honored by Bangladesh Army as the Indian Army contributed in our liberation war in 1971 and VK Sing is the only alive officer of those contributors. We, the liberation warriors should take it easy and continue the same friendlier feeling as was in the battle field. But it`s hard for me to forget the betrayal that I witnessed their open conspiracy against Bangladesh Armed forces and Mukti bahinee where they ignited the liberation warriors in so many ways in a goal of establishing absolute Indian control on war as the stage of invading Bangladesh. The world experienced Bangladesh victory with ending session of the liberation war and the Indian`s friendlier magic on 16 December 1971.

However, here is no reason to believe it is a friendlier visit only and Bangladesh army is saluting his command in Bangladesh sacrificing their highest patriotic morality. It is a strategic move of Indian chief whatever secretly arranged earlier by the heads of both governments. She don`t do it and never care to do that.

It is unbelievable that Bangladesh army initiate indesigning this suicidal military strategy that push them under Indian dictation. Huge criticisms are spreading in inside and abroad on this surrender to India. Though in the early reports the Indian biased Medias hided V K Sing`s receiving salute in passing out parade. That happened with the signal of “New MujibBahinee” from inside the Government administration.

Government has positioned 4, 84,960 (Four Lac Eighty four thousands and nine hundred sixty) Fanatic Hindu since the new political leadership empowered in the government in January 2009. The other members are pro-Indian Muslims and other anti-Nationalists and anti-Muslims. Their goal is to squeeze the Muslim majority in Bangladesh as Indian leadership is serious allergic to Bangladeshi Muslims. The Indian Army and RAW maintain Military strategic policy for Bangladesh as it continues for Pakistan and Afghanistan. Afghanistan is their base of training the terrorists and military expansion. Bangladesh to run as annexed Indian state as it is located in strategic geographical location to connect South East and South Asia at the same time to get control over sea-route of the Strait of Malacca, carrying about one-quarter of the world’s traded goods including oil, Chinese manufactures, and Indonesian coffee. Indian Army Chief General V K Singh will land in Bangladesh on June 19. He will receive salute in the passing out parade of the military cadets in Chittagong Fauzdar Hat Cadet College. This will be the record on Bangladesh History that Bangladeshi military officers salute the Indian Military Chief in passing out parade. He will be honored as Bangladesh Army Chief or Commander in chief of Armed forces in this perspective. The frustrations of the liberation warriors and other patriots are mounting.

Bangladesh Armed-forces that was founded during the liberation war of Bangladesh under the command of M. A. G Osmanee, did not even salute the Indian Chief in the passing out parades though the Indian army was the allied force in the war.

The angers have been spreading among the patriot citizens and that turns hot as fry-pan against the Hasina government. People treat them traitors and the melted matters from volcanoes have started flowing.

The Indian backing for forming Hasina government in January 2009 and the “alternative war” on military officers in BDR Headquarter Philkhana in February, next month. Also the elimination of BDR clearly confirms Indian benefits. “Alternative war” is a war that appears in different faces or disguises manner but damage and eliminate in same form of war.

Now it is more clear to the political quarters that India has created their multiple pockets in Bangladesh to continue the implementation of their goals. As the naked Indian collaborating of the Hasina government appears as the act against the existence of Bangladesh and that results annexation with India, BNP with her alliance has taken the strong Nationalist stand to push down the government.

Fortunately Vijay Kumar will be received and saluted by some coward sector commanders of Mukti Bahinee also and he love to see them who were loyal to Indian Army earlier without any hassle and attended happily in the betrayal session of the history of war. They stepped in turning the Victory event of Bangladesh into Indian victory over Pakistan with the strategy to annex Bangladesh in time.

Ominously, Bangladeshis have since been observing an increased Indian visibility in their soil.

• • Indian generals and dignitaries adored the visitors’ gallery at the Independence Day Parades and other national functions.

• • BDR faced the worst massacre of its history on February 25-26, 2009, when nearly 60 brilliant senior army officers and their family members were brutalized, followed by a systematic purging or partisan cleansing in the military. • • Prime Minister Sheikh Hasina paid homage to New Delhi in early 2010 and gleefully agreed virtually to an uncontrolled movement of Indian ships, barges and trucks within Bangladesh territory. • • Bangladesh celebrated the 150th birth anniversary of Poet Rabindranath Tagore at state level in an unprecedented fanfare this year. Tagore was great but his communal mindset was no secret. He wrote ‘Amar Sonar Bangla’ in protest of the ‘Bongo Bhongo’ of 1905 that were to favor the Muslims of present-day Bangladesh. Again, he elevated George V to ‘Bharat Bhagya Bhidata’ while singing ‘Jono Mono Gono’ in praise of its (bongo bhongo) annulment in 1911. In the presence of Indian invitees at the Tagore Joyonti, Prime Minister Hasina proposed to set up another ‘Shanti Niketan’ in Dhaka. She and many other Tagore worshipers might not be aware that it was Tagore who chaired a 1912 meeting in Kolkata to opposed setting up of the Dhaka University.

• • In the name of Peace Treaty in the CHT, there are renewed troubles and regular Bengali killings there. Indian connivance is suspected.

• • The Hasina administration seem to be in agreement with India which is continuing its implementation of plans to control the waters of 52 rivers, pushing their lower riparian Bangladesh to serious consequences in environment, ecology and economy.

• • Reportedly, the security of Bangladesh Prime Minister is provided by India.

The Truth Behind Twelve Twenty-Nine (12/29/2008)

The cat is out of the bag. The truth of 12/29—that is the December 29 (2008) Elections in Bangladesh—is now open to the public.

US Secretary of State Hillary Clinton reminded Prime Minister Sheikh Hasina of Bangladesh in a tele-talk on January 15 that the ‘Madam Prime Minister’ should be mindful of the way she came to power. It was an Indian arrangement, supported by then Bush administration of the US. The transcripts of conversation were leaked in the US and found place in a few media outlets in Bangladesh. Some skeptics did doubt the authenticity of the talks; however, to my knowledge no official challenge came from Washington or Dhaka yet. Shafik Rehman of Jai Jai Din fame wrote a very interesting analogy to the reported conversation, which he termed as ‘Hillaryleak’, drawing a reference from the now famous Wikileak of cyber wizard Julian Assange. It is difficult to ignore the reasoning put forward by Rehman.

Apparently, US Ambassador in Dhaka James Moriarty informed his Home Office that the on going investigations and trial process of the War Crimes in Bangladesh were not following the correct procedures; it was geared more to serve partisan interests. US State Department sent Ambassador Stephen Rapp to Bangladesh to ascertain and report on the issue. He confirmed the reports of Ambassador Moriarty and addressed a press conference in Dhaka on January 13, 2011 to say that Bangladesh needed to revise and reform the War Crime Law in keeping with international norms. The unpleasant findings of the two US ambassadors prompted Clinton to make the call to Hasina.

Two things came clear from the Hillaryleak:

1. Sheikh Hasina’s administration was following Indian advice, if not agenda, on the much-touted trial of the War Criminals of 1971.

2. The December 29, 2008 election was a deep-rooted conspiracy by India, with the support of the US, to ensure Awami League’s victory. And, then army chief, the mastermind behind the almost-military takeover on 1/11, and the ‘great patriot’ General Moeen U Ahmad—who has now found a safe sanctuary in the US—was the front man in the conspiracy.

During the Moeen-sponsored emergency, many people voiced concerns that a conspiracy involving local and international elements was afoot to frustrate the democratic process in Bangladesh with a view to favoring a particular party and a vested group. The result of December 29, 2008 was something the Bangladeshis had never seen since Sheikh Mujib’s partisan election in 1973. In fact, the chief of the Election Commission did brag on presenting a 1973-like elections in 2008. Few missed the joke that Moeen’s ‘computer-driven military efficiency’ and the Election Commission’s ‘excellence per se’ produced a 95-102% voter turnout! Consequently, Awami League led Mohajote bagged a dictatorial majority in the parliament. And, indeed, the party has since been running the show in a virtual autocratic manner that, according to many, surpassed that of Hasina’s father Sheikh Mujibur Rahman’s own in 1972-75.

The result of the past two years’ rule in the country confirms the fact that the conspiracy fear was not a mere cry of wolf. The country saw a BDR mutiny—most say a stage-managed one—resulting in the massacre and elimination of scores of brilliant senior army officers. Indian BSF has had a free hand in target shooting the Bangladeshis on a daily basis, not mentioning the ‘Felani’ brutality, which one cannot even complain. The arrests of many locals who tried to speak for Felani are a case in point. While Bangladesh is being cordoned from all sides by wire fencing, yet it has no crib in allowing Indian legal or illegal border trades. The current administration did not even blink for once to provide the country’s ports for Indian use and roads for Indian traffic or transshipment. It swallowed one billion US Dollar bait from an Indian private bank on hard terms to facilitate Indian business and transshipment. Interestingly, all these facilities would be made by India with Indian materials, resources and experts but to be paid by the poor Bangladeshi taxpayers. Most of the 52 rivers of Bangladesh are drying out, because water is diverted upstream in India rendering the lower riparian areas virtually deserts with insurmountable economic, social, ecological and environmental consequences. Bangladesh has no voice to complain for all these, because its destiny does not seem to be in its own hands. The history of the country’s liberation war has been re-written to give it a partisan stamp, thanks to an obliging judiciary. The RAW, the Indian intelligence agency, is openly operating in Bangladesh. It ensured that the military, police and other law enforcing agencies, bureaucracy, judiciary, education, business, and in fact all aspects of life, are filled with pro-Indian elements.

Is it not time Bangladeshis wake up and see what game the current administration of Bangladesh and its sponsors are playing? Question arises: who owns this country—-Bangladeshis or Sheikh Hasina’s oveseas sponsors? Can we call ourselves sovereign under the circumstances?

From the Hillaryleaks, one can assume that the Election of  Twelve Twenty-Nine was a farce and conspiratorial. Therefore, the result of the elections was invalid and the follow up government illegal. As such, Bangladesh has been under an illegal administration since January 2009.

To clarify the matter, as well as to challenge the above assertion, the administration should immediately constitute an independent commission to find facts and make available to the public a White Paper on the Election on December 29, 2008. Let the people know the truth of Twelve Twenty-Nine. The people of Bangladesh should not pay for the greed and follies of others, if there was a conspiracy. The country needs to be saved before it is too late!

A White Paper on 1/11

General Moin U Ahmed, the former army chief, said in his memoirs that the main reason for his ‘patriotic’ action on 1/11 was the UN warning that if army helped in the scheduled elections of January 22, 2007, Bangladesh’s participation in the UN Peacekeeping activities would be hampered. Renata Lok Dessallien, the UN Resident Representative in Bangladesh recently came out with the truth that there was no such communication from the UN. So who is telling the truth? The people of Bangladesh deserve to know it.

The two-year emergency rule of the Moin instigated Care Taker Government (CTG) though brought an immediate halt to the Awami League led savagery that killed scores of people and damaged properties worth millions it left a deep scar in the nation’s nascent democratic process as well as development activities.

In an interview with the Weekly Thikana of New York last year, General Moin bragged—or perhaps lamented—that nobody could have stopped him if he wanted to be the President on 1/11. In fact, it sounded more like ‘It was my mistake; I should have run the show as the President of the country rather than from behind the scene.’

Within the first few months of the CTG, jails were filled with arrested ‘criminals’, including the two former lady prime ministers. After about a year, these very criminals turned into saints overnight and walked out of the jails. These very ‘Dhoa Tulsi Patas’ of politicians were voted to the Sangsad again, some to rule while others to oppose. The people of Bangladesh definitely need an explanation of this Tamasha by the CTG at a huge cost to the exchequer of a poor country.

We saw the real or make-belief pictures of many such leaders dying at every moment due to physical abuse, torture, third degree method, poisoning and sedation applied by the law enforcing and intelligence agencies during custody. Yet, the perpetrators of such terrible and inhuman crime are not made to answer today for their actions. But the people want to know the facts, not the fiction.

People of Bangladesh would also like to know how over 90% people voted on December 29, 2008. Such thing does not happen even in the most developed countries and in the most educated and affluent societies of the world having the most advanced voting facilities. Conscientious people have since been wondering ‘for whom the bell tolled’ on that day! They shudder to think today if they will one day find an independent and sovereign country called Bangladesh being eclipsed!

The Billion Dollar Bait Bangladesh Swallowed

Under an arrangement between the External Relations Division (ERD) of Bangladesh Government and Exim Bank of India, Bangladesh agreed to receive one billion US Dollars from India at 1.75% interest, with an additional 0.5% for the unutilized credit, repayable in 20 years.

An effusive Finance Minister AMA Muhit bragged that this was the largest bilateral loan Bangladesh ever received. He, however, did not mention that the terms of the loan were the toughest Bangladesh, a Least Developed Country under the UN development index, ever received. Bangladesh, in fact, falls within the sub-group of the Least LDCs, making it an LLDC and qualifying for mostly grants from developed nations. On large-scale loans, interest rate is usually kept around a low 0.25%; and in most cases, such loans are converted into grants subsequently. Never did Bangladesh receive a loan at such a high rate with so many strings attached.

Only after signing the documents, Bangladeshis could learn that fourteen projects costing $600 million had been agreed between the parties. Nothing is yet known of the remaining $400 million.

According to media sources, following are the 14 projects covered under the loan:

1. $71.7 million: Cost of six dredgers from India.

2. $36.2 million: Cost of construction of an internal container port at Ashuganj on Meghna, to be built by India.

3. $31.5 million: Cost of 10 broad gauge locomotive engine from India.

4. $53.6 million: Cost of 125 Broad Gauge passenger couches from India.

5. 5 & 6. $13.4 million: Cost of 117 railway wagons from India.

7. $120 million: Cost of two railway bridges at Bhirab and Titas to be built by India.

8. $30 million: Cost of 300 double-decker buses from India.

9. $6 million: Cost of 50 luxury buses from India.

10. $33.8 million: Cost of road construction and development of Sarail-Brahmanbaria-Sutlatanpur-Akhura-Sonardi, to be constructed mostly by India.

11. $31.4 million: Cost of two flyovers at rail crossings at Jurain and Malibagh, to be built by India.

12. $14.5 million: Cost of road construction between Ramgarh in Bangladesh and Sabroom in Indian state of Tripura, to be built by India.

13. $150.8 million: Cost of power gridline from Bahrampur in India to Bheramara in Bangladesh, to be built by India.

14. $8.92 million: Cost of research and development for Bangladesh Standard and Testing Institute, the technology support to be provided by India.

As can be seen from the above listing, nearly a quarter billion is meant to purchase Indian goods such as dredgers, locomotives, buses and railway couches. To this, one must add the cost of consultation, expertise, technology, additional machineries etc to be hired from India during and after implementation of the projects. Apart from selling Indian goods, promoting Indian business and arranging jobs for Indian consultants in Bangladesh, the projects are designed to set up the “Connectivity” through Bangladesh—and at Bangladesh’s cost—between mainland India and its far fetched and loosely connected Seven Sisters of Arunachal Pradesh, Assam, Meghalaya, Manipur, Mizoram, Nagaland and Tripura.

This is the Third Phase in a series of fast moving steps India has been working on since 1/11 (2007), with a view to achieving its long awaited desire of politically—and perhaps militarily too—integrating Bangladesh with its northeastern region.

In fact, this desire of integration is as old as the departure of the British in 1947; and, the dream almost materialized in 1971 through Bangladesh’s independence in which India invested so heavily. Unfortunately, for India, August 15, 1975 came as a stopper, and then President Ziaur Rahman’s SAARC (South Asian Association of Regional Cooperation) concept almost jeopardized the plan. That speaks why India never allowed SAARC to take off. At the same time, coercive pressure on a defiant neighbor continued in the stoppage of waters downstream on common rivers, strangling it by wire fencing, illegally occupying South Talpatti island, denying free access to sea by claiming maritime boundary in the Bay of Bengal, aiding the miscreants in the tribal areas, just to name a few. Additionally, RAW (Research and Analysis Wing, the intelligence agency of India) continued its overt and covert operations, thanks to its Bangladeshi agents. High profile national betrayers showed up soon and India grabbed the opportunity to force its scheme.

The First Phase of the rejuvenated plan started during the Caretaker administration of Moeen-Fakhruddin that installed India’s favorite—some say, puppet–Awami League in the government in January 2009.

The Second Phase witnessed the weakening of Bangladesh’s security forces, starting with the massacre of 57 brilliant army officers on February 25/26, 2009 at BDR Headquarters, followed by a systematic cleansing of the military of those elements that did not tow the Awami (or Indian) line. The process of such cleansing continued in the bureaucracy, police, judiciary, educational institutions and other fields. Reportedly, Bangladesh now has Indian commandos and security personnel, ostensibly to ‘protect’ its prime minister and her family members. It is also learnt that many of the country’s thriving garment industries have passed hands to Indians or NRIs (Non-Resident Indians). Many of Bangladesh’s private clinics have Indian nurses and technicians working there.

After the grounds have been prepared with the completion of the second phase, India threw in the Billion Dollar bait to Bangladesh. Its protégé, the Hasina administration, has but to swallow, for providing “Connectivity” to India. According to Foreign Minister Dipu Moni,

“We are transforming Bangladesh as a regional hub and when the entire region (in effect Bangladesh and the India’s Seven Sisters) will be brought under the connectivity, India will have access to its northeastern states, unfettered movement of people and goods will be taking place.”

One may ask Dr. Moni how she theorized that Bangladesh would become a regional hub by providing connectivity to Indian states alone (Nepal and Bhutan hardly count in this connectivity). During and after completion of these projects, there will surely be sailab (flood) of Indian goods, Indian machineries, Indian professionals and technicians, Indian workers and Indian businesspersons—and perhaps Indian security forces in open or in guise–everywhere in Bangladesh. Sooner, Bangladeshis may even be talking in Hindi, as do the Nepalese and Bhutanese!

Once the Connectivity is complete, the actual drama—the Fourth Phase–will come to play. It will see the never-ending stream of Indian traffic that will perhaps toss out at passing a few doles at the humbling baskets to make Bangladesh “rich overnight” as its current leadership promises to its dismayed people. The connectivity is not likely to confine to road traffic alone, it will surely infiltrate its activities in other spheres aimed at gradual integration of Bangladesh with India. The freedom fighters, as well as the Shaheed ones from heaven, will then keep asking in disgust and shame: Is it what we gave our blood for in 1971?

If the Awami government were to continue, the Fourth Phase leading to total absorption of Bangladesh within the Indian scheme would not be far away.

Is it not yet time for the Bangladeshis to wake up and demonstrate that they did not fight the Pakistanis in 1971 for nothing, and they can fight again for the sovereignty and integrity of their dear country and people, if need be?

Justice for our fallen heroes and heroines

Last week, when I listened to the above song and watched the video footages of the decomposed dead bodies of our brave fallen soldiers being carried by the fellow officers, while tears rolled down from their eyes, I lost words to express my outrage, anger and disgust. Unknown to me, tears started rolling down from my eyes asking for, “Where is justice? Why are we still not able to give exemplary punishment to the mutineers and their associates?” “Why are we not able to bring the real culprits before justice by giving Death Penalty as their punishment? Was it the dream for which our brave martyrs had sacrificed their lives in the National liberation war-1971? By failing to punish the offenders and their associates with exemplary punishment, haven’t we betrayed with our brave freedom fighters who sacrificed their lives with a pledge to create a democratic society, “… free from exploitation- a society in which the rule of law, fundamental human rights and freedom, equality and justice, political, economic and social, will be secured for all citizens… (Preamble: The Constitution of Bangladesh)”? Haven’t we failed to provide justice to the fallen commanders and their family members by failing to punish the mutineers with exemplary punishment i.e. death penalty.

How could the whole nation forget the contributions made by these brave fallen commanders of the country who maintained the law and order of the country together with the sovereignty of the country from the greedy and dirty hands of a group of our politicians who put the whole nation’s life at risk after 1/11?
On the eve of second anniversary of the brutal killings committed by the mutineers at Pilkhana, I express my deepest shock and heartfelt condolences for the brave fallen heroes and heroines, their families, relatives and friends. I also join the nation in mourning for our brave fallen heroes and heroines and praying for the salvation of their souls and hoping that Almighty God will grant them eternal peace.

I also express my solidarity with the families of the bereaved and promise to stand by them as their children and families struggle to move forward in life.
As my heart is still bleeding looking at the video frottage, I decided to write this article to create a massive wave in the heart and minds of the whole nation to stand together again irrespective of their political believe and religious faith in the spirit of independence war with a view to bring the mutineers/murderers and their associates before justice.

I can still remember the black afternoon of 27th February 2009, when from my North London Office (Carr-Gomm) during the lunch break, I watched in the BBC News, the horrific and shocking pictures and video footages of the mutilated army officers dead bodies being pulled out one by one from mass graves excavated within the BDR headquarters. Between 25th and 26th February 2009, the mutineers killed 70 officers. BBC (London) reported that the killers dug several mass graves and dumped several officers’ dead bodies.

From one mass grave, 38 bodies were recovered who was buried during the 33-hour mutiny at the BDR headquarter. The hole, which is around 12 feet in length, 10 feet wide and 15 feet deep, is located on the eastern side of the BDR hospital. The rescuers found the bodies dumped haphazardly in the hole. The mutineers buried the army officers deputed to BDR, including BDR Director General Major General Shakil Ahmed, in the mass grave after the gruesome killing, apparently to hide their brutality. Among the deceased officials, BDR DG Maj Gen Shakil received seven bullets in different parts of his body, including his arms, chest and head.

One of his eyes was also gouged out. Could we even imagine the brutality they killers had shown to the BDR Director General before, during and after his death? The media also reported that it was hard to identify many of the bodies as mutinous fired innumerable shots on the bodies and also charged bayonets upon the dead bodies.

Medias further reported that undressed bodies were dumped first inside the hole as these bodies were found at bottom of the hole while the uniformed bodies were found above. Many officers took shelter inside manholes and drains but they could not save themselves.
Some rescuers suspected that the killers undressed many of the officials during dumping. At one stage, they dumped the bodies in uniform as they buried the bodies in a hurry.

When I compared this cold blooded murders committed by these mutineers with the night of March 25, 1971, when the BDR (then EPR) became the first martyrs of Bangladesh’s Liberation War by in fighting against the Pakistani soldiers at Pilkhana, I became speechless. These cold blooded murderers have defaced the contribution of BDR in the great Liberation War, who (then EPR).

Among the deceased officials, BDR DG Maj Gen Shakil received seven bullets in different parts of his body, including his arms, chest and head. One of his eyes was also gouged out.

I can still hear the heart-crying stories of Soniya, Noorjahan, Pritam and other family members who lost their beloved one in those brutal killings, whilst watched them on the news media. At the time of those brutal killings, Ms Soniya’s Husband was expecting a baby by mid-March after waiting for a child for seven years. Her husband, Major Mominul Islam was brutally killed by the mutineers on 25th February 2009. She never knew, even in her wildest guess, that the baby would be born an orphan, growing up only with the pictures and stories of his/her father. We don’t know what has happened to her? We also don’t know what has happened to her new born baby? I am expressing my condolence to her. I am also expressing my anger for the injustice shown to her by the nation for not punishing the mutineers with exemplary punishment.

The Nation has forgotten to Noorjahan, who was seen on the TV waiting at the BDR Gate-4 hoping for any information of her brother Mominul, killed inside by the mutineers. We don’t know whether she was able to find out her brother’s dead body.

We have also forgotten to Pritam, the elder son of Major Abdul Salam Khan, who with his mother and brother was held hostages in a guard quarters since the mutiny broke and were released on Thursday around 3:30pm. We also don’t know about the other members of the family of fallen hero Major Abdul Salam Khan.

Major Mominul Islam was expecting a baby by mid-March after waiting for a child for seven years but he was brutally killed by the mutineers on 25th February 2009.

We do not know about the present condition of the family members of the BDR Director General (DG) Shakil Ahmed, who was also found in front of the BDR Gate-4 with the deceased DG’s mother and three sisters.

We also don’t know what has happened to the other family members of the fallen brave soldiers who lost their beloved one in that brutal killing.

We also dont know what has happened to the newly born baby Major Mominul Islam brutally killed by the mutineers? Surprisingly, no TV talk show speaker is speaking anything in support of the victims’ families. None of the family members of the brave fallen commanders are invited to any of the talk shows. The cry for justice requires taking the views of the victims, and, in this case, their family members.

Regarding the punishment for these mutineers, I always suggested that they should be penalised with Capital Punishment i.e. Death penalty. Being a defender of human rights and fundamental, I never supported Capital punishment and stood against it. I never supported the view, “An eye for an eye!” But, after listening to the incidents of brutal killing of innocent unarmed army officers, and looking at their mutilated body pulled out from the mass graves, I revised my opinion and now consider that, society should not have to pay for someone so dangerous that they can never return to live around normal people. I strongly support that these mutineers should be punished with death penalty. Although the executing the killer does nothing to bring the person back, however, the threat of execution is enough to make criminals think twice about committing a capital crime. I also suggested that these killers and their associates could be easily tried with the Death Penalty in accordance with existing Army Act.

I found it extremely surprising when a section of the top lawyers of the country cried loudly for the human rights of the mutineers when they were called by the Supreme Court of Bangladesh to give their opinion on whether BDR mutineers should be tried under civil or military law after the President sought the Supreme Court’s opinion on the matter.

Punishing the mutineers with death penalty is more than enough to make the would be mutineers think twice about committing the similar offence in future. The only ones to object seem to be politicians on party lines, politically correct idiots, and the noisy minority of bleeding hearts, so-called civil libertarians, BDR mutineers and their friends and family members!

In my previous articles published in various national and international newspapers, I expressed my opinion for the speedy but fair trial of the mutineers under the existing Army Act. I have explained the limitations of the Bangladesh Rifles Order, 1972, which only provided only seven years of imprisonment as punishment for the mutineers.

I also suggested that the trial should start immediately under the provisions of the Army Act without any waste of time, to ensure justice to the family members of the fallen commanders.

Revolt By Bangladesh Rifles, It’s Security And Strategic Implications For Bangladesh

The relationship between Awami League and the Bangladesh army has never been cordial

The BDR mutiny may be the case of a teamwork between a foreign external intelligence agency (RAW ) and some political elements (the ruling party Awami League ) within the country to set the stage for the departure of the army officers from Bangladesh Rifles to weaken it and to tarnish the image of the army before the whole nation to break their morale.

India’s abortive misadventure inside Bangladesh territory in 2001 forced them to reorganize their security policy vis a vis Bangladesh and emphasize the need to search for new avenues to play larger role in the matters related to defense of Bangladesh and neutralize Chinese influence on our defense forces.

Since the independence, Bangladesh Rifles, the first line of defense, have been combating smuggling, human trafficking, drug trafficking and other illegal activities along the border and have made supreme sacrifices to protect the lives and properties of the people from enemy invasion with great courage and valor. Bangladesh Rifles have earned worldwide recognition for its determination, patriotism, and professionalism when they successfully repelled a large invasion by Indian border security force at Roumari point in 2001. Despite its performance and patriotism, the members of Bangladesh Rifles got little attention from the successive governments to alleviate the problem of poor pay and benefit structures allowed for them. Nevertheless, they continued to discharge their duties with utmost sincerity and took part in all nation building activities maintaining professionalism and discipline. On 25 th Feb, 2009 , the nation was shocked at the news that some BDR members had revolted and killed many officers who were on deputation from Bangladesh army to protest against poor pay and benefit structures and alleged corruption by the late Director General. The mutineers asked the government to implement a set of demands on a priority basis to address the problems of the members of Bangladesh Rifles. Some of these demands are as follows: 1 . withdrawing army officers from all command posts of BDR and recruiting new officers from BCS cadres 2 . allowing full rationing for BDR members 3 . sending BDR personnel to U.N. peacekeeping missions 4 . revamping salary structures and promotion procedures 5 . allowing defense allowances for BDR members 6 . procuring more transportation vehicles to guard the long porous border with India and Myanmar 7 . increasing the quality of food and 8 . improving educational and medical facilities for the family members of soldiers Because of defense strategy and lack of manpower, it will not be possible to withdraw army officers from the command posts of BDR, but the rest of the demands deserve due consideration because these are logical and should have been given to the BDR members a long time ago for they put their lives in danger to safeguard the frontiers of the country. It is, therefore, hoped that the government will take appropriate measures to remove the grievances of BDR members to stop the occurrences of similar incidents in the future. Now, let us examine whether there are any political motivations behind this unfortunate incident that shocked the entire nation. Indo-Awami nexus to weaken BDR and to defame the army The relationship between Awami League and the  Bangladesh army has never been cordial because of latter’s security outlook that anticipates no security threat from India and considers defense expenditures as needless. A few clauses of the 25 year friendship treaty that virtually eliminated Bangladesh’s sovereign right to seek assistance from other friendly nations to expand and modernize its armed forces and the subsequent step motherly attitude of the government and the formation of Rakkhi Bahini had cerated widespread resentment among the army officers. Instead of taking appropriate measures to remove the legitimate grievances of the army officers, the then government continued with their suppressive and discriminatory policies to neglect, humiliate and alienate the armed forces, which ultimately led to the assassination of Bangabandhu Sheikh Mujibur Rahman along with most of his family members at the hands of a few young army officers. Awami League has never forgotten the incident nor forgiven the armed forces for the assassination of Bangabandhu Sheikh Mujibur Rahman and left no stone unturned to avenge the incident in 1975 by creating divisions in the armed forces through various political machinations. After the political change in 1 /11 , the military backed government had thrown many Awami League leaders into jail for their alleged involvement in financial scandal and abuse of power, which, many believe, has caused further deterioration in the relationship between the armed forces and Awami League. After the elections, Awami League’s virulent verbal attack on the army for its role in 1 / 11 is a testament to the fact that they wanted to weaken the army so that the latter could never repeat a 1 /11 like situation to bring about political changes in the country. India has its own agenda to diminish our defense capability because it needs a subservient military in Bangladesh to easily establish total domination on 4096 km Indo-Bangla border and use our defense and intelligence resources to its advantage to quell ongoing insurgencies in its North East region. India’s abortive misadventure inside Bangladesh territory in 2001 forced them to reorganize their security policy vis a vis Bangladesh and emphasize the need to search for new avenues to play larger role in the matters related to defense of Bangladesh and neutralize Chinese influence on our defense forces. This could only be accomplished through active cooperation from a friendly government at the helm of power in creating tension within our defense forces to break their morale and making it imperative for Bangladesh to seek Indian help in reorganizing the defense system of the country. So, the BDR mutiny may be the case of a teamwork between a foreign external intelligence agency (read  RAW ) and some political elements (read  Awami League ) within the country to set the stage for the departure of the army officers from Bangladesh Rifles to weaken it and to tarnish the image of the army before the whole nation to break their morale. The assertion that some local political elements and India are working together to weaken the security systems of Bangladesh may be true because the government’s quick decision to grant general amnesty to all rebellious members of Bangladesh Rifles without assessing the ground reality and to not allow any military action to quell the rebellion, which gave the mutineers enough time to put forth a set of demands and flee in groups from the BDR headquarters seem a preplanned strategy to instigate a rebellion, break the chain of command, kill large number of officers, and ensure safe exit for mutineers. If the local and foreign conspirators who planned, directed, and implemented the rebellion are not identified and the rebellious members of BDR who broke the chain command are not brought to justice such occurrences of rebellion may be repeated in other security forces to destabilize the entire nation and to create a situation for external powers to intervene in the name of peacekeeping.

Sabir Abdus Samee’s work Origins of the Bangladesh Army brings a new take on historical and political events, as seen through his eyes and interpreted by him. As the son of a Bangladeshi army officer, he spent his childhood in Bangladeshi cantonments. It is clearly a topic close to his heart that he has tried to bring more light to for outsiders.

The book is divided into five chronological parts starting from 1757 with the Legacy left from the British Raj, followed by the Pakistani years (1947 – 1971) and the war of Independence which took place in 1971 and saw the foundation of the Bangladesh Army. The book continues with the subsequent victory that came in the same year and ends with the Bangladesh Army after Independence (1972 to present). Through this account the author has tried to bring out the truth and challenge views of intellectuals and politicians regarding the Bangladesh Army. Full of references to other sources and quotes from politicians and Army Officials that add colour and dimension to the text Origins of the Bangladesh Army tells the story of those who fought for the Army, those who were sacrificed and those who were victorious. The role of the Bangladeshi media is also analysed in this book, examining the political affiliations of each source and their portrayal of events.

This is a book suitable for anyone who has an interest in military books and reading about historical facts, or for someone carrying out research on the history of Bangladesh to present date. শেখ হাসিনার সরকারকে রক্ষা করার প্রয়োজন কেন ভারতের? অবস্থাদৃষ্টে মনে হয় ২৫ফেব্রুয়ারীর ঘটনার পর বিডিআর এর যে সংস্কারের কথা বলা হচ্ছে তা ভারত শেখ হাসিনার মাধ্যমে করাতে চায়। এমনকি সম্ভব হলে তারা নিজেদের স্বার্থের অনুকূলে বাংলাদেশের সেনাবাহিনীর সংস্কারও করতে চাইবে।

৩.২ ভারতের সেনাবাহিনীর প্রতিক্রিয়া

ভারতীয় সেনাবাহিনীর ব্যাপক প্রস্তুতি দেশবাসীকে উদ্বিগ্ন করেছে। এই প্রস্তুতি সম্পর্কে মিডিয়ায় যা প্রকাশিত হয়েছে তা নিম্নরূপ:

১.ভারতের প্রখ্যাত ইংরেজী দৈনিক Hindustan Times এ গত ২ মার্চ প্রকাশিত একটি রিপোর্টে বলা হয়েছে, বিদ্রোহের পরপরই বাংলাদেশে humanitarian intervention বা মানবিক হস্তক্ষেপের জন্য ভারতীয় সেনাবাহিনীকে পুরোপুরি প্রস্তুত রাখা হয়েছিলো। পত্রিকাটি জানায় যে, বিদ্রোহের দিন ভারতের বিমান বাহিনী (আইএএফ) IL-76 হেভি লিফ্‌ট এবং AN-32 মিডিয়াম লিফ্‌ট এয়ারক্রাফট নিয়ে বাংলাদেশ সরকারকে পূর্ণ সহায়তা দিতে পুরোপুরি প্রস্তুত ছিলো। আসামের জোরহাটে অবস্থিত ভারতের সবচাইতে বড় বিমান ঘাটিকে এই সহায়তা মিশনের জন্য পুরোপুরি প্রস্তুত রাখা হয়েছিল।

২.বিএসএফ এর একজন ডাইরেক্টর জেনারেলের উক্তি থেকেও ভারতের সামরিক প্রস্তুতি সম্পর্কে ধারণা পাওয়া যায়।

গত ৪ মার্চ এক বিবৃতিতে তিনি বলেন,“বাংলাদেশে এই সঙ্কট (শুরু) হবার পর, আমরা ইন্দো-বাংলাদেশ সীমান্তে কর্তব্যরত আমাদের সকল সৈন্যদল ও অফিসারদের সর্বোচ্চ সতর্কতামূলক অবস্থায় থাকার নির্দেশ দিয়েছি।”

ভারত সরকার মৈত্রী এক্সপ্রেসের নিরাপত্তার জন্য বিএসএফ-কে শান্তিরক্ষী বাহিনী হিসাবে বাংলাদেশে পাঠানোরও প্রস্তাব দিয়েছিল

৩.বিভিন্ন সংবাদ সংস্থার মাধ্যমে জানা যায় ঘটনার পরপরই সীমান্তে ভারতীয় কর্তৃপক্ষ বেনাপোলসহ বিভিন্ন স্থলবন্দর ও গুরুত্বপূর্ণ সীমান্ত এলাকায় ভারি অস্ত্রশস্ত্রসহ বিপুলসংখ্যক বিএসএফ সদস্যের পাশাপাশি বিশেষ কমান্ডো বাহিনী ব্লাকক্যাট মোতায়েন করে। একই সাথে সমস্ত সীমান্ত জুড়ে রেডএলার্ট জারি করে।

৪.ভারতের প্রিন্ট মিডিয়ার মাধ্যমে জানা যায় ভারত সরকার মৈত্রী এক্সপ্রেসের নিরাপত্তার জন্য বিএসএফ-কে শান্তিরক্ষী বাহিনী হিসাবে বাংলাদেশে পাঠানোরও প্রস্তাব দিয়েছে।

স্বাভাবতই প্রশ্ন আসে, বাংলাদেশে ঘটে যাওয়া বিডিআর বাহিনীর অভ্যন্তরীণ এই বিদ্রোহকে ঘিরে ভারতের মতো একটি বিশাল রাষ্ট্রের এতো প্রস্তুতি কেন। আর যাই হোক এই বিদ্রোহ কোনভাবেই ভারতের জন্য নিরাপত্তা হুমকি ছিলো না। আর তাছাড়া যে বিদ্রোহের গুরুত্ব ও ভয়াবহতা (প্রধানমন্ত্রীর সংসদে প্রদত্ত ভাষ্য অনুযায়ী) প্রধানমন্ত্রী স্বয়ং বুঝতে ব্যর্থ হয়েছেন, যে জন্য তারা সেনা অফিসারদের রক্ষায় দ্রুত সামরিক অভিযানে না গিয়ে ৩৬ ঘন্টা যাবত হত্যাকারীদের সাথে একের পর এক বৈঠক করে ধীর স্থিরতার সাথে রাজনৈতিকভাবে সামরিক বিদ্রোহ দমন করলেন, সেই বিদ্রোহের গুরুত্ব বা ভয়াবহতা ভারত সরকারই বা কিভাবে বুঝে  ফেললো ? এছাড়া এ দেশের সামরিক বাহিনীর মধ্যকার যে কোন বিদ্রোহ দমনে এ দেশীয় দক্ষ সেনাবাহিনীই যথেষ্ট, এতে সন্দেহের কোন অবকাশ নেই। তাহলে, ভারতের মিশন কী? বাংলাদেশের বর্তমান বন্ধু সরকারকে রক্ষা করা? বাংলাদেশের সরকারকে রক্ষা করবে ভারতীয় বাহিনী। কেন? আমাদের নিরাপত্তা বাহিনী নেই?  নাকি প্রধানমন্ত্রী তাদের বিশ্বাস করেন না?

৩.৩ ভারতের মিডিয়ার প্রতিক্রিয়া

২৭ ফেব্রুয়ারীর পূর্ব পর্যন্ত এদেশের জনগণও পুরোপুরিভাবে তথাকথিত এই বিদ্রোহের আসল রূপ বুঝতে পারেনি। অথচ পুরো সময়ে ভারতীয় মিডিয়া ছিল অত্যন্ত তৎপর:

আমাদের গোয়েন্দা সংস্থা যেখানে দুই দিনেও শাকিল আহমেদের মৃত্যু নিশ্চিত করতে পারেনি, সেখানে সুদূর ভারতে বসে ভারতীয় মিডিয়া জেনারেল শাকিল আহমেদসহ ১২ জন অফিসারের নিহত হবার বিষয়ে কি করে নিশ্চিত হলো?

১.বিডিআর জেনারেল শাকিল আহমেদসহ আরও ১১ জন সেনা কর্মকর্তার নিহত হবার সংবাদ ভারতীয় গোয়েন্দা সংস্থা নিয়ন্ত্রিত চ্যানেল এনডিটিভিতেই সর্বপ্রথম প্রচার করা হয়েছে। আমাদের গোয়েন্দা সংস্থা যেখানে দুই দিনেও শাকিল আহমেদের মৃত্যু নিশ্চিত করতে পারেনি, সরকারের মন্ত্রী-প্রতিমন্ত্রী ঘন ঘন বিডিআর হেডকোর্য়াটারে যাতায়াত করে হত্যাকারীদের সাথে দফায় দফায় দেনদরবার করেও যেখানে গণহত্যার খবর পায়নি, সেখানে সুদূর ভারতে বসে ভারতীয় মিডিয়া ১২ জন অফিসারের নিহত হবার বিষয়ে কি করে নিশ্চিত হলো? তাহলে কি তাদের গোয়েন্দা সংস্থার এজেন্টরা বিডিআর হেডকোর্য়াটারের ভেতরে অবস্থান করছিলো?

২.ভারতীয় গোয়েন্দা সংস্থা ‘র’ এর সাবেক শীর্ষ পর্যায়ের কর্মকর্তা বি. রমন ২৭ ফেব্রুয়ারী ভারতের বিখ্যাত ম্যাগাজিন আউটলুকে বলেন ভারতের প্রতি বিডিআর সদস্যদের বৈরী মনোভাব বাংলাদেশের সাথে সম্পর্কের ক্ষেত্রে বাধা।

৩.ঘটনার পরপরই ভারতের প্রিন্ট মিডিয়ায় বিডিআরকে একটি অত্যন্ত ভয়ঙ্কর বাহিনী হিসাবে উপস্থাপন করা হয়েছে।

৪.আর আনন্দবাজার, টেলিগ্রাফ এর মত পত্রিকাগুলো বাংলাদেশের বিরোধী রাজনৈতিক দলগুলোকে আক্রমণ করে ধারাবাহিকভাবে সংবাদ প্রচার করেছে। এমনকি বিডিআর-এর ঘটনায় জঙ্গী কানেকশন ভারতীয় মিডিয়াই প্রথম আবিষ্কার করে। পরবর্তীতে একই ধরণের কথা আমরা এদেশের মন্ত্রীদের মুখে শুনতে পাই।

ভারতীয় গোয়েন্দা সংস্থা ‘র’ এর সাবেক শীর্ষ পর্যায়ের কর্মকর্তা বি. রমন ২৭ ফেব্রুয়ারী বলেন ভারতের প্রতি বিডিআর সদস্যদের বৈরী মনোভাব বাংলাদেশের সাথে সম্পর্কের ক্ষেত্রে বাধা।

৪. সরকারের ভূমিকা

৪.১ ফেব্রুয়ারী ২৫-২৬

পরিস্থিতির বিশ্লে−ষণ থেকে বুঝা যায় ঘটনার শুরু থেকেই ক্ষমতাসীন আওয়ামী লীগ সরকার রহস্যজনক ভূমিকা পালন করেছে। এতো বড় ঘটনার পরিকল্পনা চলছিল আর সরকার তা জানে না, একথা মেনে নেয়া যায় না। তাছাড়া জাতীয় নিরাপত্তার সাথে সংশি−ষ্ট অতি গুরুত্বপূর্ণ এই পরিস্থিতিতে কেন শুরুতেই অনভিজ্ঞ প্রতিনিধিদের পাঠানো হয়েছে যারা কতিপয় বিদ্রোহীদের নিরাপত্তা নিশ্চিত করেছে? অথচ তারা সেনা সদস্য ও তাদের পরিবারের জান-মাল-ইজ্জতের নিরাপত্তা নিশ্চিত করেনি। সেনাসদস্য ও তাদের পরিবারবর্গের নিরাপত্তা নিশ্চিত না করেই সরকার কি উদ্দেশ্যে তড়িঘড়ি করে সাধারণ ক্ষমা ঘোষণা করলো? যে ঘোষণার সুযোগ নিয়ে তারা দেড় দিন ধরে লাশ গুম, ব্যাপক লুটতরাজ ও সেনা কর্মকর্তাদের পরিবারবর্গের উপর নির্যাতন করেছে। ২৬ ফেব্রুয়ারী বিকালে বিডিআর সদর দপ্তরের আশেপাশের লোকজনকে সরে যাওয়ার আহ্বান জানিয়ে এবং বিদ্যুত সংযোগ বিচ্ছিন্ন করে প্রকৃতপক্ষে কি ঘাতকদের পালিয়ে যাওয়ার সুযোগ করে দেয়া হয়নি? সাহারা খাতুন ২৫ ফেব্রুয়ারী অস্ত্র জমা নিলেন, তারপরও বিপুল পরিমাণ অস্ত্র বাইরে গেল কিভাবে? যেসব বিদেশী নাগরিক আইডিসহ ধরা পড়েছিল, তাদেরকে ছেড়ে দেয়া হল কেন? বিমানে করে কারা পালালো? দেশবাসী ও সেনা কর্মকর্তারা এই রকম অসংখ্য প্রশ্নের উত্তর জানতে চায়। দেশবাসী ও সেনা কর্মকর্তাদের এই সব মৌলিক প্রশ্নের উত্তর এখনো পাওয়া যায়নি।

সাহারা খাতুন ২৫ ফেব্রুয়ারী অস্ত্র জমা নিলেন, তারপরও বিপুল পরিমাণ অস্ত্র বাইরে গেল কিভাবে?

সেক্টর কমান্ডার লে. জে. মীর শওকত এক টকশোত বললেন, “সেনাবাহিনী আসতে পনের মিনিট, বিদ্রোহ দমন করতে পাঁচ মিনিট…”।

সেক্টর কমান্ডার লে. জে. মীর শওকত এক টকশোত বলেছিলেন, “সেনাবাহিনী আসতে পনের মিনিট, বিদ্রোহ দমন করতে পাঁচ মিনিট...” এই অভিজ্ঞতাসম্পন্ন জেনারেল অনেকবার এর আগে সেনা বিদ্রোহ, বিমান বাহিনীর বিদ্রোহ দমন করেছেন।

লে. জে. শওকত অনেকবার এর আগে সেনা বিদ্রোহ, বিমান বাহিনীর বিদ্রোহ দমন করেছেন। একই ধরণের কথা আরো অনেকেই বলেছেন। তাহলে আধা ঘন্টার সামরিক সমাধানের পরিবর্তে ৩৬ ঘন্টার তথাকথিত রাজনৈতিক সমাধান হলো কেন? এর আগে জনাবা সাহারা খাতুন ও নানক সাহেব কয়টি বিদ্রোহ দমন করেছেন? ধানমন্ডির এমপি তাপস সাহেব মিডিয়ায় বললেন, ‘চমক আছে’! কী চমক? বাষট্টি সেনা কর্মকর্তার লাশ? নাকি সকল হত্যাকারীর পলায়ন! এখানে আরো একটি প্রশ্ন থেকে যায়। প্রধানমন্ত্রী সংসদে দাঁড়িয়ে বলেছেন যে বিদ্রোহের সংবাদ জানার পর তিনি সেনাপ্রধানকে প্রশ্ন করে জেনেছেন সেনাবাহিনী আসতে দুই ঘন্টা লাগবে? কোনটা সত্য? আধা ঘন্টা না দুই ঘন্টা? রাজনৈতিক সমাধানের মাধ্যমে প্রধানমন্ত্রী নাকি ‘গৃহযুদ্ধ’ ঠেকিয়েছেন। আসলে কি তাই? প্রধানমন্ত্রীর সাথে যে ১৪ জন মিটিং করেছিল, তারা সবাই কি গ্রেফতার হয়েছে? তাদের তালিকা কোথায়? অনেকে বলেছে সরকার দক্ষতার সাথে পরিস্থিতি সামাল দিয়েছে। এর তুলনা করা যেতে পারে এভাবে – অপারেশন সাকসেস্‌ ফুল, কিন্তু রোগী মারা গিয়েছে। বাস্তবতা হলো বিদ্রোহ দমন করা যেত, দমন করা হয়নি। সেনা কর্মকর্তাদের বাঁচানো যেত, বাঁচানো হয়নি।

আমরা বীর সেনা কর্মকর্তা হারালাম, বিডিআরের চেইন অব কমান্ড ধ্বংস হলো, হত্যাকারীরা পালালো -এইসব কারণেই সরকারের ভূমিকা প্রশ্নবিদ্ধ।

৪.২ ঘটনা পরবর্তী সরকারের ভূমিকা

যে মন্ত্রী তথাকথিত বিদ্রোহীদের সাথে দর কষাকষি করেছে সে জাতির সামনে বলেছেন যে, বিডিআর সদর দপ্তরে ঘটে যাওয়া ঘটনার পিছনে একটি গভীর ষড়যন্ত্র ছিল এবং এই ষড়যন্ত্র বাস্ত বায়নের জন্য লক্ষ-কোটি টাকা ব্যয় করা হয়েছে। তিনি সকল তদন্ত শুরু হবার আগেই এবং ঘটনার দুই দিনের মাথায় প্রকাশ্য সমাবেশে এই বক্তব্য দিয়েছিলেন। স্বাভাবিকভাবে প্রশ্ন জাগে তবে কি তিনি আগে থেকেই ষড়যন্ত্রের বিষয়টি জানতেন। তার এই বক্তব্যের সূত্র ধরে এখন সরকার ক্রমাগত ষড়যন্ত্রের কথা বলে প্রকৃত দোষীদের আড়াল করার চেষ্টা করছে।

প্রধানমন্ত্রী সংসদসহ বিভিন্ন জায়গায় বিডিআরের ঘটনায় বক্তব্য দিয়ে যাচ্ছেন যা অসংলগ্নতায় পরিপূর্ণ এবং বাস্তব ঘটনার সাথে অসামঞ্জস্যপূর্ণ। এসবের উদ্দেশ্যই হচ্ছে জনগণকে বিভ্রান্ত করা। যেমন তিনি বলেছেন সরকারকে বিব্রত করতে এই ঘটনা ঘটানো হয়েছে অথচ জনগণের কাছে পরিষ্কার যে বাংলাদেশের প্রতিরক্ষা ব্যবস্থা দূর্বল করার জন্যই এই ঘটনা ঘটানো হয়েছে। প্রধানমন্ত্রী সংসদে বলেছেন যে, সকাল ১১টার মধ্যে সেনা কর্মকর্তাদের হত্যাকান্ড ঘটানো হয়েছে। এটা জেনে প্রধানমন্ত্রী কিভাবে দু’দুবার সাধারণ ক্ষমা ঘোষণা করেন।

প্রধানমন্ত্রীর উপদেষ্টা এবং পুত্র সজীব ওয়াজেদ জয়, আল-জাজিরাকে দেয়া এক সাক্ষাৎকারে বলেন যে, বিডিআরের তথাকথিত বিদ্রোহের পিছনে বৈধ কারণ রয়েছে।

প্রধানমন্ত্রীর উপদেষ্টা এবং পুত্র সজীব ওয়াজেদ জয়

যেভাবে তথাকথিত বিদ্রোহীরা প্রথম দিন টিভি ক্যামরার সামনে এসে তাদের দাবী দাওয়ার কথা বলে দেশবাসীকে বিভ্রান্ত করেছিল, একই প্রক্রিয়াই সজীব জয় দেশবাসীকে বিভ্রান্ত করার চেষ্টা করছেন।

ঘটনা তদন্তের জন্য এফবিআই ও স্কটল্যান্ড ইয়ার্ড বাংলাদেশে এসেছে। অর্থাৎ আমেরিকা ও বৃটেন বাংলাদেশের ঘটনার তদন্ত করবে। অথচ এই মার্কিন-বৃটিশরা সারা বিশ্বে মুসলিম নিধনে ব্যস্ত। শুধু তাই নয়, এরা সবাই সরকারকে সমর্থন করার কথা ঘোষণা করেছে। উপরন্তু, এটা বিশ্বাসযোগ্য নয় যে এই বিদেশী গোয়েন্দা সংস্থাগুলো এই ঘটনার সাথে সংশি−ষ্ট ভারত ও ভারতের এদেশীয় দোসরদের ভূমিকার দিকে আঙ্গুলি নির্দেশ করতে পারে।

সরকার মিডিয়াকে দায়িত্বশীল আচরণের কথা বলে এখন সত্য প্রকাশের পথে বাধা সৃষ্টি করছে। প্রধানমন্ত্রীর সাথে সেনা কর্মকর্তাদের বৈঠকের একটি অংশ ইন্টারনেটের মাধ্যমে জনগণের কাছে পৌছে যাওয়ায় সরকার ঐ ওয়েব সাইটগুলো বন্ধ করে দিয়েছে। হিযবুত তাহ্‌রীর, বাংলাদেশ এই ঘটনার বিশে−ষণ করে ভারতকে দায়ী করায় ও সরকারের ভূমিকার সমালোচনা করায় সরকার ৩১ জনকে গ্রেফতার করে এবং তাদের বিরুদ্ধে মামলা করেছে। জনগণ এমনকি সেনা অফিসারদের নিরাপত্তা নিশ্চিত করতে না পারলে কিছুই হয়না আর রাষ্ট্র রক্ষার জন্য রাজপথে নামলে হয় মামলা আর হয়রানি!

সরকার জনগণের দায়িত্ব নেয়ার কথা বলেছে, বর্তমান পরিস্থিতিতে সকলকে দায়িত্বশীল হতে বলছে, অথচ তারা অন্যের উপর দায় চাপানোর চেষ্টা করছে। আমরা দেখেছি সরকারের স্তাবকেরা বাংলাদেশের মিডিয়ায় ভারতীয় মিডিয়ার বক্তব্য হুবহু তুলে ধরছে, জঙ্গিবাদকে দায়ী করার চেষ্টা করছে, এমনকি সরকারের বয়স মাত্র পঞ্চাশ দিন ইত্যাদি বলে ঘটনার দায়দায়িত্ব অন্যের ঘাড়ে চাপানোর আপ্রাণ চেষ্টা করছে। তদন্ত কমিটির কোন রিপোর্ট প্রকাশ না হতেই সরকারের মন্ত্রীবর্গ ও মিডিয়া জঙ্গী গোষ্ঠীদেরকে এই ঘটনার জন্য দায়ী করা শুরু করেছে। আবার একই মন্ত্রী পরবর্তীতে বলছে যে জঙ্গীরা ছাড়া অন্যান্য গোষ্ঠীও এই ঘটনার সাথে জড়িত।

যেখানে ভারতে কিছু ঘটলেই ভারত সরকার পাশ্ববর্তী দেশের দিকে অঙ্গুলি নির্দেশ করে, সেখানে সরকার পরিকল্পনা করেই দেশের রাজনৈতিক অঙ্গনে বিভেদ সৃষ্টি করছে।

বিশ্লেণের উপসংহারে এসে আমরা বলতে পারি যে এই তথাকথিত বিদ্রোহ একটি দীর্ঘমেয়াদী পরিকল্পনার অংশ, যার সাথে ভারত এবং সরকারের ভিতরে ও বাইরের ভারতীয় দোসর শক্তিসমূহ সংশি−ষ্ট। সেনাবাহিনীর মেধাবী কর্মকর্তাদের হত্যাযজ্ঞে লাভবান হবে মুশরিক শত্রু রাষ্ট্র ও তাদের দোসররা। বিভিন্ন দাবির আড়ালে বিডিআর এর চেইন অব কমান্ড ভেঙ্গে দেয়া হয়েছে এবং সেনাবাহিনীর কমান্ড থেকে বিডিআরকে বিচ্ছিন্ন করার নীলনক্‌শা বাস্তবায়নের প্রচেষ্টা চালাচ্ছে ষড়যন্ত্রকারীরা। এই দাবি বাস্তবায়িত হলে সামগ্রিকভাবে দেশের প্রতিরক্ষা ব্যবস্থা হুমকির মধ্যে পড়বে। দেশের নিরাপত্তা রক্ষায় সেনা-বিডিআর এর যৌথ ভূমিকা অত্যন্ত গুরুত্বপূর্ণ। বলার অপেক্ষা রাখে না যে বাংলাদেশের সেনাবাহিনী অথবা বাংলাদেশ রাইফেল্‌স এর যে কোন দুর্বলতা অথবা এই দুই প্রতিরক্ষা বাহিনীর পারস্পরিক সম্পর্কের দুর্বলতার সবচেয়ে বড় সুবিধাভোগী আমাদের শত্রু রাষ্ট্র ভারত। ……..(চলবে)

 

পিলখানা হত্যাকান্ডঃ বাংলাদেশের প্রতিরক্ষা ব্যবস্থা ধ্বংসের ভারতীয় ষড়যন্ত্র [অধ্যায়-১]

১. সূচনা

বিডিআর সদর দপ্তরে ঘটে যাওয়া দুঃখজনক ঘটনা, বিশেষ করে পরিকল্পিতভাবে সেনা কর্মকর্তাদের নৃশংস হত্যাকান্ডে দেশবাসী মর্মাহত ও বিক্ষুদ্ধ। আমরা এই মর্মান্তিক ঘটনায় নিহত সকলের রূহের মাগফেরাত কামনা করি ও শোকাহত পরিবারের সদস্যদের প্রতি আন্তরিক সমবেদনা জানাই। নিরস্ত্র সেনা কর্মকর্তাদের নির্মমভাবে হত্যা করা, স্ত্রী ও সন্তানদের নির্যাতন ও হত্যা, গর্ভবতী মাকে খুন, লাশ পোড়ানো ও গণকবর তৈরী ইত্যাদি পৈশাচিক কর্মকান্ড নিঃসন্দেহে ক্ষমার অযোগ্য অপরাধ। গত ২৫-২৬ ফেব্রুয়ারী পিলখানায় সংঘটিত হত্যাকান্ড নিয়ে ইতিমধ্যে অনেক আলোচনা ও পর্যালোচনা হয়েছে। রহস্য উদঘাটনে গঠন করা হয়েছে তদন্ত কমিটি। পরবর্তীতে নিরপেক্ষ তদন্ত কমিটি গঠনের কথা বলে সরকারের মন্ত্রীদের বাদ দিয়ে নতুন কমিটি করা হয়। এরপর আবার সরকারের এক মন্ত্রীকে গঠিত কমিটিগুলোর সমন্বয়কারী হিসেবে ঘোষণা দেয়া হয়, যার উদ্দেশ্য তদন্ত কার্যক্রমকে নিয়ন্ত্রণ করা এবং সত্যকে আড়াল করা ছাড়া আর কিছুই নয়। আমাদের অবশ্য স্মরণ আছে অতীতে কোন তদন্ত কমিটির মাধ্যমে কখনোই প্রকৃত রহস্য উদঘাটিত হয়নি, হলেও দেশবাসী তা জানতে পারেনি। ঘটনার মূল পরিকল্পনাকারীরা সবসময় আড়ালেই থেকে গেছে। তবুও আমরা দাবি করব জঘন্য এ হত্যাযজ্ঞের সাথে জড়িত ব্যক্তিদের খুঁজে বের করে দৃষ্টান্তমূলক শাস্তি দিতে হবে এবং মূল পরিকল্পনাকারীদের মুখোশও উম্মোচন করতে হবে।

ইতিমধ্যে সম্ভাব্য ষড়যন্ত্রকারীদের তালিকায় ভারতীয় গোয়েন্দা সংস্থা ‘র’, আইএসআই, বিএনপি-জামায়াত জোট, জেএমবি, ক্ষমতাসীন সরকারের মন্ত্রী-প্রতিমন্ত্রী ইত্যাদি বহু নাম মিডিয়ায় এসেছে। কিন্তু দুঃখজনক হলেও সত্য, জাতির এই চরম দুর্দিনেও আমরা ক্ষমতাসীন সরকারকে অত্যন্ত দায়িত্বজ্ঞানহীনের মত আচরণ করতে দেখছি। প্রধানমন্ত্রী এবং তার একনিষ্ঠ সমর্থকরা যেভাবে কোনরকম দলিল-প্রমাণ ছাড়াই আক্রমণাত্মক কথার মাধ্যমে বিরোধী রাজনৈতিক শক্তিসমূহকে দায়ী করছে তাতে মনে হচ্ছে, সরকার প্রকৃত অপরাধীকে আড়াল করতে অথবা যেনতেনভাবে দায় মুক্ত হতে চায়।

২. ঘটনার বিশে−ষণ – সন্দেহের তালিকার শীর্ষে ভারত

২.১ ভূ-রাজনৈতিক প্রেক্ষাপট

পিলখানা ষড়যন্ত্রের মূল রহস্য উদঘাটন করতে হলে প্রথমে সমগ্র বিষয়টিকে ভূ-রাজনৈতিক প্রেক্ষাপট থেকে দেখতে হবে। দেশের অস্তিত্ব বিরোধী এতো বড় একটি ষড়যন্ত্রের পেছনে বাইরের শক্তির সম্পর্ক থাকার সম্ভাবনা খুবই প্রবল। সাম্রাজ্যবাদী বিশ্ব সমপ্রতি বিশ্ব রাজনীতির স্পটলাইট মধ্যপ্রাচ্য থেকে সরিয়ে দক্ষিণ এশিয়াতে স্থাপন করেছে। এজন্য, যুক্তরাষ্ট্র, যুক্তরাজ্যসহ ভারতের কাছে বাংলাদেশের কৌশলগত গুরুত্ব বহুলাংশে বৃদ্ধি পেয়েছে। ভারত ও চীনের মাঝামাঝি অবস্থানের কারণে যুক্তরাষ্ট্রের কাছে বাংলাদেশের কৌশলগত গুরুত্ব অনেক। যুক্তরাষ্ট্র বঙ্গোপসাগরের গভীরে সামরিক ঘাঁটি তৈরী করতে (যাকে তারা এখন বলছে বঙ্গোপসাগরে নৌ-টহল দেয়া) সর্বাত্মক প্রচেষ্টা চালিয়ে যাচ্ছে। আর যুক্তরাষ্ট্র বাংলাদেশে একটি তাঁবেদার সরকার বসাতে চেষ্টা করছে, যে তাদের স্বার্থ রক্ষা করবে। ভারত ও যুক্তরাষ্ট্র ইদানীং পরস্পরের মিত্রশক্তিতে পরিণত হলেও দক্ষিণ এশিয়াকে ঘিরে ভারতের আছে নিজস্ব কিছু পরিকল্পনা। বস্তুতঃ ভারত এই উপমহাদেশে নিজেকে চালকের আসনে দেখতে চায়, আঞ্চলিক শক্তি হিসেবে নিজের অবস্থান সুসংহত করতে চায় এবং এ উদ্দেশ্য অর্জনের লক্ষ্যেই নেপাল, শ্রীলংকা, ভুটান, মিয়ানমার কিংবা বাংলাদেশের মতো রাষ্ট্রগুলোকে ক্রমশঃ ভারতের মধ্যে অন্তর্ভূক্ত করে নেয়ার রয়েছে তার সুদূরপ্রসারী পরিকল্পনা।

আধিপত্যবাদী এই নীতি থেকেই ভারত সবসময় প্রতিবেশী রাষ্ট্রগুলোকে অস্থিতিশীল দেখতে চায়, পরিণত করতে চায় ব্যর্থ রাষ্ট্রে। যেন ভুটানের মতো বাংলাদেশ, শ্রীলংকা ও নেপালও রাষ্ট্র হিসাবে ব্যর্থতার গ−ানি কাঁধে নিয়ে একসময় ভারতের অর্ন্তভূক্ত হয়ে যায়। এ লক্ষ্যে ভারত সবসময়ই প্রতিবেশী দেশগুলোর রাজনৈতিক পরিস্থিতিকে অশান্ত করতে চালিয়েছে তাদের বিরুদ্ধে নানারকম অপতৎপরতা বা অপপ্রচার। বিগত বেশ ক’বছর যাবত বাংলাদেশকে রাষ্ট্র হিসাবে ব্যর্থ প্রমাণ করতেও চলছে একই রকম অপতৎপরতা। প্রতিরক্ষা ব্যবস্থা দূর্বল করতে সেনাবাহিনীর ইমেজ নষ্ট করারও চেষ্টা চালানো হয়েছে বিভিন্নভাবে। এই প্রসঙ্গে গত ১৯নভেম্বর ২০০৮ প্রধানমন্ত্রীর উপদেষ্টা ও পুত্র সজিব ওয়াজেদ জয় ও কার্ল জে সিওভাক্কো কর্তৃক লিখিত ও Harvard International Review নামক পত্রিকায় প্রকাশিত Stemming the Rise of Islamic Extremism in Bangladesh শীর্ষক নিবন্ধের সারমর্ম উলে−খ করা যেতে পারে। ২৯ ডিসেম্বর ২০০৮ এর নির্বাচনের পূর্বে লিখিত এই নিবন্ধে জয় বলেছে ÒThe Islamists cleverly began growing their numbers within the Army by training for the Army Entrance Exams at madrassas.Ó অর্থাৎ সেনাবাহিনীতে চালাকি করে মাদ্রাসার ছাত্ররা ঢুকে পড়ছে; এটা হচ্ছে মাদ্রাসা পর্যায়ে সেনাবাহিনীর ভর্তি পরীক্ষার প্রশিক্ষণের মাধ্যমে। তিনি ঐ নিবন্ধে এ সম্পর্কে অসংখ্য তথ্য (তথাকথিত) উপস্থাপন করেছিলেন যার কোন সূত্র উলে−খ করা ছিল না। সেনাবাহিনীর ইসলামীকরণ ঠেকানোর জন্য তিনি Toward Renewal: A Secular Plan শিরোনামে অনেক কিছুর মাঝে সেনাবাহিনী পূনর্গঠনের পরিকল্পনাও উপস্থাপন করেছিলেন। এছাড়াও ভারতের এ দেশীয় দালালরা বিভিন্ন টকশো বা সভা-সেমিনারে এ দেশের সেনাবাহিনীর বিরুদ্ধে ক্রমাগত বিষোদগার করেছে এবং জনগণ ও সেনাবাহিনীর মাঝে দূরত্ব সৃষ্টি করার চেষ্টা চালানো হয়েছে।

শক্তিশালী নেতৃত্ব, শাসনব্যবস্থা ও প্রতিরক্ষা ব্যবস্থার মাধ্যমে বাংলাদেশ যদি একটি শক্তিশালী রাষ্ট্রে পরিণত হয়, তবে তা হবে ভারতের আধিপত্যবাদী নীতির জন্য হুমকি স্বরুপ কারণ, তাহলে অন্যান্য প্রতিবেশী রাষ্ট্রগুলোর জন্য তা অনুকরণীয় দৃষ্টান্ত হয়ে থাকবে এবং তারাও ভারতের প্রভাববলয় থেকে বের হয়ে আসার আপ্রাণ চেষ্টা করবে। পরিণতিতে ভারতের ‘অখন্ড ভারত’ প্রতিষ্ঠার স্বপ্ন চুরমার হয়ে যাবে। ১৯৪৭ সালে ভারত ভাগের পরক্ষণেই কংগ্রেস সভাপতি আচার্য কৃপানলি বলেছিলেন : Neither the Congress nor the nation has given up its claim of United India’ -কংগ্রেস কিংবা জাতি অখন্ড ভারতের দাবি পরিত্যাগ করেনি। ভারতের তৎকালীন প্রথম স্বরাষ্ট্রমন্ত্রী সরদার বল−ভ ভাই প্যাটেল বলেছিলেন : ‘Sooner than later, we shall again be united in common allegiance to our nation.’ অর্থাৎ অতি সত্বর আমরা জাতি হিসেবে আবার একীভূত হব। ল্যাবি কলিন্স ও ডমিনিক লেপিয়ার লেখা বই মাউন্ট ব্যাটেন অ্যান্ড দ্য পার্টিশন অব ইন্ডিয়া-য় বলা হয়েছে, স্বাধীন বাংলার তখনকার দাবির বিরুদ্ধে হিন্দু মহাসভার আপত্তি সমর্থন করেছিলেন পন্ডিত জওহর লাল নেহেরু। এ প্রসঙ্গে মাউন্ট ব্যাটেন উলে−খ করেন: Pundit Neheru has stated that he would not agree to Bengal being independent… In his opinion, East Bengal was likely to be a great embarrassment to Pakistan. Presumably, Pundit Neheru considered East Bengal was bound sooner or later to rejoin India.’ অর্থাৎ পন্ডিত নেহেরু বলেছেন যে তিনি স্বাধীন বাংলা মেনে নেবেন না। … তার মতে পূর্ব বাংলা পাকিস্তানের জন্য বিব্রতকর পরিস্থিতির সৃষ্টি করবে। পন্ডিত নেহেরু মনে করতেন যে পূর্ব বাংলা এক সময় ভারতের সাথে যোগ দিবে। এখানে ইন্ডিয়া ডকট্রিনের প্রতিফলন রয়েছে। ইন্ডিয়া ডকট্রিনের সারকথা হচ্ছে – দক্ষিণ এশিয়া হচ্ছে একটা স্ট্র্যাটেজিক ইউনিট, যার নিয়ন্ত্রণ থাকবে ভারতের হাতে; আর ভারতই এ অঞ্চলের জন্য একটি আঞ্চলিক নীতি প্রণয়নের অধিকার রাখে। আমরা শুনেছি গুজরাল ডকট্রিনের কথাও – ভারত তার স্বার্থের প্রতি আঘাত সৃষ্টিকারী যেকোনো দেশের ওপর আক্রমণ চালানোর অধিকারও রাখে।

২.২ বাংলাদেশের প্রতি ভারতের ঐতিহাসিক আচরণ

এ দেশের বামঘরানা ও ধর্মনিরপেক্ষ প্রজাতির মানুষেরা কোন এক রহস্যজনক কারণে ভারতের ব্যাপারে অত্যন্ত রক্ষণশীল ভূমিকা পালন করে থাকেন। তাই গত ৩৮ বছর যাবত বাংলাদেশের প্রতি ভারতের তীব্র শত্রুভাবাপন্ন মনোভাব ও চরম বিমাতাসুলভ আচরণের পরও তারা সকল ক্ষেত্রে ভারতকে ষড়যন্ত্রকারীদের তালিকার বাইরে রাখেন। প্রয়োজনে দেশের স্বার্থ বিকিয়ে দিয়ে হলেও তারা ভারতমাতার স্তুতি গাওয়াকেই অধিক যুক্তিযুক্ত মনে করেন। আশ্চর্যজনক হলেও সত্য, আমাদের দেশের অনেক বিজ্ঞ রাজনীতিবিদ ও ভারত প্রেমিক বুদ্ধিজীবি ভারতমাতার পায়ে জীবন উৎসর্গ করতে চান। মেনে নিতে চান ভারতের সকল অন্যায় ও অযৌক্তিক দাবী-দাওয়া। কিংবা, ভারতের আধিপত্যবাদী ও আগ্রাসনমূলক কার্যকলাপকে দেখেন মাতৃসুলভ স্নেহের দৃষ্টিতে। গত ৩৮ বছরে বাংলাদেশের সাথে ভারত যে বন্ধুপ্রতিম (?) আচরণ করেছে তার সারসংক্ষেপ নিম্নরূপ:

১.প্রায় ৪ হাজার কি.মি. দীর্ঘ ভারত-বাংলাদেশ সীমান্ত অঞ্চলে স্বাধীনতার পর থেকেই ভারতের ভূমিকা আগ্রাসনমূলক। বিএসএফ গড়ে প্রতি তিনদিনে একজন করে বাংলাদেশী হত্যা করছে বলে তথ্য পত্রিকায় প্রকাশিত হয়েছে। এদের বেশীর ভাগই নিরীহ গ্রামবাসী। এমনকি ভারতীয় সীমান্তরক্ষীরা প্রতিনিয়ত অবৈধভাবে বাংলাদেশের অভ্যন্তরে প্রবেশ করে নিরীহ গ্রামবাসীদের সম্পদ লুটপাট, হত্যা, ধর্ষণ ইত্যাদি জঘন্য কার্যকলাপ চালিয়ে যাচ্ছে।

২.আন্তর্জাতিক আইন লঙ্ঘন করে ভারত সীমান্তে দীর্ঘ কাঁটাতারের বেড়া তৈরী অব্যাহত রেখেছে।

৩.মুজিব-ইন্দিরা চুক্তি অনুযায়ী বাংলাদেশ ভারতকে বেরুবাড়ি হস্তান্তর করলেও, বাংলাদেশ এখনো তিনবিঘা করিডোর ফেরত পায়নি। উপরন্তু, এ সব অঞ্চলের মানুষেরা স্বধীন দেশের নাগরিক হয়েও গত ৩৮ বছর যাবত উম্মুক্ত জেলখানায় বন্দী হিসাবে দিন কাটাচ্ছে।

৪.বাংলাদেশের সীমানায় জেগে উঠা তালপট্টি দ্বীপকে ভারত জোরপূর্বক দখল করে রেখেছে। নীলফামারী, পঞ্চগড়সহ বিভিন্ন পয়েন্টে এখনো এদেশের হাজার হাজার একর জমি ভারতের দখলে রয়েছে।

৫.আন্তর্জাতিক নিয়ম নীতিকে বুড়ো আঙ্গুল দেখিয়ে ভারত আমাদেরকে পানির ন্যায্য হিস্যা থেকে বঞ্চিত করেছে। তারা ফারাক্কা বাঁধ, টিপাইমুখী বাঁধসহ উজানে আরও ডজন খানেক বাঁধ দিয়ে এদেশকে পুরোপুরি মরুভূমি করার প্রক্রিয়া সম্পন্ন করেছে। ভারতের ‘আন্তঃনদী সংযোগ প্রকল্প’ বাস্তবায়িত হলে তা বাংলাদেশের ভূপ্রকৃতি ও অর্থনীতিতে ডেকে আনবে চরম বিপর্যয়। কমে যাবে নদীর নাব্যতা, মিঠা পানির মাছের উৎপাদন হ্রাস পাবে, আর্সেনিক সমস্যা প্রকট আকার ধারণ করবে এবং ক্রমশ: বাংলাদেশের বিশাল এলাকা পরিণত হবে ধূ ধূ মরুভূমিতে।

৬.চোরাকারবারীদের মাধ্যমে ভারত এদেশে মাদক, জালমুদ্রাসহ ভারতীয় বিভিন্ন নিম্নমানের সামগ্রী ঠেলে দিচ্ছে। আর, অপরদিকে এদেশ থেকে পাচার হয়ে যাচ্ছে তেল ও সার। বিভিন্ন দৈনিকে প্রকাশিত রির্পোট থেকে জানা যায়, পিলখানা ট্রাজেডির পর সীমান্তে বিডিআরের অনুপস্থিতির সুযোগে এদেশ থেকে বিপুল পরিমাণ জ্বালানি তেল, ভোজ্যতেল ও সার ভারত ও মিয়ানমারে পাচার হয়ে গেছে। আর দেশে প্রবেশ করেছে মাদকসহ বিভিন্ন নিম্নমানের ভারতীয় সামগ্রী।

৭.ভারত সবসময়ই এদেশীয় কুখ্যাত সন্ত্রাসীদের আশ্রয়-প্রশ্রয় দিয়েছে। নানাভাবে উস্‌কে দিয়েছে পার্বত্য চট্টগ্রামের বিচ্ছিন্নতাবাদী আন্দোলনকে। ২০০৭ সালের ১৭ আগষ্ট সিরিজ বোমা হামলার সাথেও ভারতের সংশি−ষ্টতার প্রমাণ পাওয়া গেছে এবং সেইসাথে জেএমবি নেতাদের বহুবার ভারত যাওয়া আসার প্রমাণ মিলেছে।

৮.খোদ ভারতের মাটিতেই ভারতীয় কর্তৃপক্ষের নাকের ডগায় ‘নিখিল বঙ্গ সংঙ্ঘের’ ব্যানারে চলছে বাংলাদেশকে বিভক্ত করার এক জঘন্য ষড়যন্ত্র। সমপ্রতি কলকাতার বঙ্গসেনারা এদেশের ১৯টি জেলা নিয়ে কলকাতায় পশ্চিমবঙ্গ কেন্দ্রিক একটি প্রবাসী বঙ্গভূমি সরকার গঠনের প্রকাশ্য ঘোষণা দিয়েছে। উদ্বোধন অনুষ্ঠানে তাদের শে−াগান ছিল ‘বঙ্গভূমির দখল চাই’। তারা ভারত সরকারের চোখের সামনে বাংলাদেশের বিরুদ্ধে এই হীন অপতৎপরতা চালাচ্ছে।

৯.বাংলাদেশের যুবসমাজকে ধ্বংস করার জন্য ভারত দীর্ঘ এই সীমান্ত অঞ্চলে অসংখ্য ফেনসিডিলের কারখানা তৈরী করেছে এবং অবৈধ উপায়ে তা বাংলাদেশে পাচার করছে। ফলে মাদকের মরণনেশায় ধ্বংস হচ্ছে এ দেশের যুবসমাজ।

কিন্তু দূর্ভাগ্যজনকভাবে এদেশের বিরুদ্ধে ভারতের এত ষড়যন্ত্র ও অপতৎপরতার পরও বিগত ৩৮ বছর ক্ষমতাসীন প্রতিটি সরকার ভারতকে বন্ধুর মর্যাদায় আসীন করে তার প্রতি নতজানু পররাষ্ট্রনীতি  করেছে। শুধু তাই নয়, তারা বিভিন্ন সময় ভারতকে এদেশের রাজনীতি ও অর্থনীতিতে সরাসরি হস্তক্ষেপেরও সুযোগ তৈরী করে দিয়েছে।

২.৩ সন্দেহের তালিকার শীর্ষে ভারত কেন?

বর্তমান সরকার ও তাদের ভারতপন্থী বুদ্ধিজীবীরা যুক্তি দিচ্ছেন – ভারত বাংলাদেশকে অস্থিতিশীল করবে না, কারণ আওয়ামী লীগ ক্ষমতায়; যারা বর্তমান সরকারকে হটাতে চায় তারাই এসব করেছে; এসবের পিছনে জঙ্গিরাও থাকতে পারে – তাদের এসব কথার কোন ভিত্তি নেই:

প্রথমত: বাংলাদেশের প্রতিরক্ষা ব্যবস্থা দুর্বল করা ভারতের দীর্ঘমেয়াদী পরিকল্পনার অংশ, যা আমরা ইতিপূর্বে আলোচনা করেছি। অতীতেও ভারত এই প্রচেষ্টা চালিয়েছে। এর মাধ্যমে ভারতের ‘অখন্ড ভারত’ ও অপ্রতিদ্বন্দ্বী আঞ্চলিক শক্তির মর্যাদা লাভের পথ সুগম হয়।

দ্বিতীয়ত: মুসলিমপ্রধান দেশ হিসেবে বাংলাদেশের সেনাবাহিনী সবসময়ই ভারতের নিরাপত্তার জন্য হুমকি। বিডিআর বিদ্রোহের মাধ্যমে সবেচেয়ে ক্ষতিগ্রস্থ হয়েছে আমাদের সেনাবাহিনী। এখানেও লাভবান একমাত্র ভারত। যেসব মেধাবী সেনা কর্মকর্তাদের নৃশংসভাবে হত্যা করা হয়েছে তাদের মত সেনা কর্মকর্তা তৈরী করতে দীর্ঘ সময় প্রয়োজন। উপরন্তু এই সেনা হত্যাকান্ডের মাধ্যমে বিডিআর ও সেনাবাহিনীর মধ্যে যে সন্দেহ এবং ভুল বুঝাবুঝির সৃষ্টি হবে, তার দীর্ঘ মেয়াদী সুবিধাও যাবে ভারতের পকেটে।

তৃতীয়ত: দেশের সীমান্ত অরক্ষিত হলে সবচেয়ে সুবিধা হবে ভারতের। ভারত এ সুযোগে অনেক পুশ ইন করবে, যার মধ্যে রয়েছে ফেনসিডিল, ইয়াবা, ভারতীয় মটর সাইকেল এবং কিছু মানুষ, যারা কোন ঘটনা ঘটাবার অপেক্ষায় থাকবে। অন্যদিকে বিডিআরের চেইন অব কমান্ড ধ্বংসের মাধ্যমে বাংলাদেশের ব্যাপক ক্ষতি হয়েছে। বিডিআরকে তার পূর্বের শক্তিশালী অবস্থায় ফিরিয়ে আনতেও দীর্ঘ সময় প্রয়োজন। ……..
