Hasina Asked US To Make Sure “Bangladesh Military Is Accepting Her Authority”

In the wake of 2009 BDR mutiny, Prime Minister Sheikh Hasina asked for assistance from the US government to make sure “the [Bangladesh] military is really very careful” and accepting of the civilian authority, said a leaked diplomatic dispatch.

The premier made the request in a one-on-one “off-the-record” conversation on November 5, 2009 with the then US ambassador James F Moriarty, according to the cable sent to Washington four days later.

“The Ambassador commented that he still had concerns about civilian-military relations in Bangladesh and viewed the BDR Mutiny as a symptom of historically poor civilian-military relations,” said the cable posted on the whistleblower website WikiLeaks.

PM Hasina had emphasised establishing a new structure to expedite progress in civil-military relationship, another cable sent to Washington on May 28 quoted PM’s Adviser Gowher Rizvi as saying.

At a meeting with the then US ambassador James F Moriarty on May 26, 2009, Rizvi said the prime minister continued to look for ways to tackle a key priority, strengthening civil-military relations in Bangladesh, said the cable.

“Early in her tenure as PM, Hasina talked about establishing a civ-mil structure that might include a Joint Chiefs of Staff and/or a Defence Minister/Advisor,” the dispatch quoted Rizvi as saying. It noted there was no separate defence minister in Bangladesh then; the prime minister held the defence portfolio herself.

“The Bangladesh Rifles mutiny in February made this objective both more difficult and more urgent, Rizvi observed,” the cable said.

Quoting Rizvi, the cable said, “Bangladesh Prime Minister Sheikh Hasina continues to grapple with thorny problems like improving civil-military relations and overcoming inept bureaucrats.”

Before meeting Rizvi, the then US ambassador held a meeting with LGRD Minister Syed Ashraful Islam who told Moriarty that he urged PM Hasina to appoint a full time defence minister, said another cable.

Ashraf said the BDR issue seemed to be settling down. He was critical of opposition efforts to second guess the government’s handling of the issue, said the cable.

The ambassador stressed the importance of a credible investigation into the mutiny and noted the US government concerns about deaths in custody of accused mutineers.

The cable reads: “Ashraf said he shared these concerns and claimed he had argued in cabinet for a civilian trial for those accused. The Ambassador said it was important that any legal process be transparent. Ashraf noted the Army should not be ‘too enthusiastic’ and realize excesses would reflect poorly on the institution. Ashraf predicted there could be sympathy in army enlisted ranks for the BDR jawans if they were mistreated.”

The ambassador noted US government’s offer to help Bangladesh to strengthen civil-military relations. He underscored the need to look at roles and responsibilities of different institutions, including the defence ministry and parliament.

২০০৬ সালে ডিজিএফআইএর কাউন্টার ইন্টেলিজেন্স ব্যুরোর পরিচালক হিসেবে যুক্তরাষ্ট্রে এক সম্মেলনে যোগদানের সময় মার্কিন এক কর্মকর্তাকে এ কথা বলেছিলেন ব্রিগেডিয়ার বারী। উইকিলিকসের ফাঁস করা মার্কিন দূতাবাসের কূটনৈতিক তারবার্তায় এ কথা বলা হয়েছে। ফাঁস হওয়া ওই তারবার্তার ভাষ্য অনুযায়ী, ২০০৬ সালের এপ্রিলে হাওয়াইতে অনুষ্ঠিত পিএএসওসি সম্মেলন চলার সময় মূল অনুষ্ঠানের বাইরে সম্মেলনে অংশগ্রহণকারী দূতাবাস কর্মকর্তার সঙ্গে বারীর খোলামেলা কথাবার্তা হয়। বারী এ সময় র‍্যাব গঠনের সময় থেকে এ বাহিনীর বিষয়ে তাঁর বিভিন্ন অভিজ্ঞতা ও জঙ্গিগোষ্ঠী জেএমবির তৎপরতা নিয়ে কথা বলেন। প্রসঙ্গত, ব্রিগেডিয়ার জেনারেল বারী একসময় র‍্যাপিড অ্যাকশন ব্যাটালিয়নের (র‍্যাব) উপপ্রধান ছিলেন।

তারবার্তার তথ্যমতে, মার্কিন দূতাবাসের কর্মকর্তার সঙ্গে আলোচনায় বারী উল্লেখ করেন, র‍্যাব গঠনের প্রাথমিক পরিকল্পনার সময় তিনিও উপস্থিত ছিলেন। প্রাথমিক পরিকল্পনা ছিল র‍্যাব সামরিক বাহিনী থেকে ৪৪ শতাংশ, পুলিশ বাহিনী থেকে ৪৪ শতাংশ ও বাংলাদেশ রাইফেলস (বিডিআর) থেকে ১২ শতাংশ জনবল নেওয়া হবে। কিন্তু পুলিশ বাহিনীতে এই কোটা পূরণে অনীহা ছিল। কারণ, ঘুষ ও অন্যান্য অবৈধ কার্যকলাপের মাধ্যমে তারা ‘বাইরে থেকে আরও বেশি অর্থ আয় করে’। বারী দাবি করেন, জ্যেষ্ঠ পুলিশ কর্মকর্তারা তাঁদের দপ্তরে বসে থাকতেই বেশি আগ্রহী।

র‍্যাপিড অ্যাকশন ব্যাটালিয়নের (র‍্যাব)

বারী বলেন, পুলিশ বাহিনী একটি ‘বিশাল পিরামিড স্কিমের’ মতো কাজ করে, যাতে মাঠপর্যায়ের কর্মীরা অবৈধভাবে উপার্জিত অর্থ ঊর্ধ্বতন পর্যায়ে পৌঁছে দেন। জেএমবির প্রধান শায়খ আবদুর রহমানকে গ্রেপ্তার করতে পুলিশের ব্যর্থ হওয়ার একটি কারণ দুর্নীতি বলে মন্তব্য করেন তিনি। বারী অভিযোগ করেন, র‍্যাবে অনেক সময় পুলিশের এমন জনবল দেওয়া হয়, যাঁদের সঠিকভাবে গুলি চালানোর মতো মৌলিক দক্ষতাও নেই। বিশেষ অভিযানের জন্য তাঁদের নেই কোনো প্রশিক্ষণ। অনেকে শারীরিকভাবেও উপযুক্ত নন।

তারবার্তায় আরও বলা হয়, এর আগে ২০০৫ সালের জুন মাসে মার্কিন দূতাবাসের কর্মকর্তাদের সঙ্গে আলোচনায় বারী বলেছিলেন, ক্রসফায়ার ‘দরকারি এবং স্বল্প মেয়াদে উপযোগী এক কৌশল’। তারবার্তায় বলা হয়, বারী জানান, তিনি ডিজিএফআইয়ের কর্মকর্তা হিসেবে জেএমবির নেতা শায়খ আবদুর রহমানকে জিজ্ঞাসাবাদের সময় অনেকবার উপস্থিত ছিলেন। তিনি জেএমবি প্রসঙ্গে মার্কিন কর্মকর্তাকে বলেন, এর নেতা শায়খ আবদুর রহমান পাকিস্তানের গোয়েন্দা সংস্থা আইএসআইয়ের কাছে বিস্ফোরক তৈরি এবং একে ৪৭ রাইফেল চালনার প্রশিক্ষণ নেন। আইএসআই শায়খ রহমানকে কাশ্মীরে ব্যবহার করতে চেয়েছিল।

বারী জানান, জিজ্ঞাসাবাদে শায়খ রহমান ১৭ আগস্ট দেশব্যাপী বোমা হামলা প্রসঙ্গে বলেন, ‘পটকাবাজির বিরুদ্ধে কোনো আইন নেই। এসব বোমার ভেতরে কোনো স্প্লিন্টার ছিল না, কীভাবে আমার বিরুদ্ধে অভিযোগ আনবেন?’ তারবার্তায় বলা হয়, শায়খ রহমানের এই যুক্তিতে সহানুভূতি প্রকাশ করে বারী মার্কিন কর্মকর্তাকে বলেন, বিস্ফোরণের আঘাতে নয়, ওই দিন আতঙ্কিত হয়ে দুজন নিহত হয়।

বারী আরও বলেন, দেশব্যাপী বোমা হামলার ঘটনায় ৭০ জনকে গ্রেপ্তার করা হলে জেএমবির নেতা-কর্মীরা ক্ষুব্ধ হয়। এর জবাব দেওয়ার জন্য প্রচণ্ড চাপ আসে শায়খ রহমানের ওপর। এর পরিপ্রেক্ষিতেই অক্টোবরে আদালতে হামলা চালায় জেএমবি।

পুলিশের বিষয়ে ব্রিগেডিয়ার বারীর কথিত এই অভিযোগের ব্যাপারে গতকাল পুলিশের মহাপরিদর্শক (আইজি) হাসান মাহমুদ খন্দকারের বক্তব্য জানতে চাওয়া হলে তিনি কোনো মন্তব্য করতে অস্বীকৃতি জানান।

Bangladesh ‘Feared Attack’ From Burma: WikiLeaks

Bangladeshi officials have said they expect a result in the arbitration over maritime boundaries in the Bay of Bengal by April, as a leaked US cable reveals that Dhaka was seeking US assistance after a Burmese military build-up stemming from the dispute.

“The arguments [over boundaries] will be held in two phases ending on 24 Sept and the ruling is expected in April,” Bangladeshi Foreign Minister Mijarul Quayes told Reuters on Sunday.

The initial complaint was submitted to the UN International Tribunal for the Law of the Sea (ITLOS) in 2009, but the hearings did not commence till 5 September this year.

The dispute concerns a semi-submersible drilling platform owned by Swiss-US oil firm Transocean Inc, but was leased to South Korea’s Daewoo. Daewoo, along with their partner, Kogas, were given permission to explore for oil and gas in the disputed AD-7 offshore block by the Burmese authorities in 2008. The rig was escorted into the contested waters by the Burmese navy.

Several senior Burmese military officials are reported to have been arrested over the leaking of this photograph - appearing to show tunnels built in Burma with the help of North Korean experts for military purpose.

At the time news surfaced of a military build up on the shared land border but a recent cable released by Wikileaks indicates that the Bangladeshi government asked the US for help.

“Army Chief General Moeen Uddin Ahmed asked the Ambassador [US] for assistance to assess the buildup, specifically requesting satellite imagery to assist the Bangladesh Army see the scope of the Burmese military presence and track further developments,” the cable, dated 18 December 2008, notes.

As a result of pressure at the time, the Daewoo rig, which was believed to have cost some $US400,000 per day, was moved out of the contested area. According to the cable’s source, “[Foreign Affairs advisor] Chowdhury claimed Daewoo had removed its rig in November solely because of pressure from the Korean Government.”

The cable further notes that the military build up was because “the Burmese Government was seeking revenge against Bangladesh for the offshore rig incident.”

The Bangladesh Army chief noted that the Burmese forces, who were believed to be 30 kilometres away from the border, “lived off the land”, and “reports from arriving refugees had underscored the increasing desperation of the under-funded Burmese soldiers”. It continued that the refugees’ “tales of treatment at the hands of Burmese soldiers reflected an increasingly frustrated Military.”

Bangladesh is desperate to secure energy supplies, and the nation’s state-owned oil company, Petrobangla, has signed deals with US oil company Conocco Philips to explore in its waters.

According to the London Sunday Express, Obama has already approved an aggressive move along these lines: “US troops will be deployed in Pakistan if the nation’s nuclear installations come under threat from terrorists out to avenge the killing of Osama Bin Laden… The plan, which would be activated without President Zardari’s consent, provoked an angry reaction from Pakistan officials… Barack Obama would order troops to parachute in to protect key nuclear missile sites. These include the air force’s central Sargodha HQ, home base for nuclear-capable F-16 combat aircraft and at least 80 ballistic missiles.” According to a US official, “The plan is green lit and the President has already shown he is willing to deploy troops in Pakistan if he feels it is important for national security.”

Extreme tension over this issue highlights the brinksmanship and incalculable folly of Obama’s May 1 unilateral raid, which might easily have been interpreted by the Pakistanis as the long-awaited attack on their nuclear forces. According to the New York Times, Obama knew very well he was courting immediate shooting war with Pakistan, and “insisted that the assault force hunting down Osama bin Laden last week be large enough to fight its way out of Pakistan if confronted by hostile local police officers and troops.”

China has officially put the United States on notice that Washington’s planned attack on Pakistan will be interpreted as an act of aggression against Beijing. This blunt warning represents the first known strategic ultimatum received by the United States in half a century, going back to Soviet warnings during the Berlin crisis of 1958-1961, and indicates the grave danger of general war growing out of the US-Pakistan confrontation.

Any Attack on Pakistan Would be Construed as an Attack on China

Responding to reports that China has asked the US to respect Pakistan’s sovereignty in the aftermath of the Bin Laden operation, Chinese Foreign Ministry spokesperson Jiang Yu used a May 19 press briefing to state Beijing’s categorical demand that the “sovereignty and territorial integrity of Pakistan must be respected.” According to Pakistani diplomatic sources cited by the Times of India, China has “warned in unequivocal terms that any attack on Pakistan would be construed as an attack on China.” This ultimatum was reportedly delivered at the May 9 China-US strategic dialogue and economic talks in Washington, where the Chinese delegation was led by Vice Prime Minister Wang  Qishan and State Councilor Dai ingguo.

China has officially put the United States on notice that Washington’s planned attack on Pakistan will be interpreted as an act of aggression against Beijing.

Chinese warnings are implicitly backed up by that nation’s nuclear missiles, including an estimated 66 ICBMs, some capable of striking the United States, plus 118 intermediate-range missiles, 36 submarine-launched missiles, and numerous shorter-range systems.

Support from China is seen by regional observers as critically important for Pakistan, which is otherwise caught in a pincers between the US and India:

“If US and Indian pressure continues, Pakistan can say ‘China is behind us. Don’t think we are isolated, we have a potential superpower with us,’”

Talat Masood, a political analyst and retired Pakistani general, told AFP.

Full Force Retaliation to Defend Pakistan’s Strategic Assets

The Chinese warning to Washington came on the heels of Gilani’s statement to the Pakistan Parliament declaring:

“Let no one draw any wrong conclusions. Any attack against Pakistan’s strategic assets, whether overt or covert, will find a matching response…. Pakistan reserves the right to retaliate with full force. No one should underestimate the resolve and capability of our nation and armed  forces to defend our sacred homeland.”

A warning of full force retaliation from a nuclear power such as Pakistan needs to be taken seriously, even by the hardened aggressors of the Obama regime.

The strategic assets Gilani is talking about are the Pakistani nuclear forces, the key to the country’s deterrent strategy against possible aggression by India, egged on by Washington in the framework of the US-India nuclear cooperation accord. The US forces in Afghanistan have not been able to conceal their extensive planning for attempts to seize or destroy Pakistan’s nuclear bombs and warheads. According to a 2009 Fox News report, “The United States has a detailed plan for infiltrating Pakistan and securing its mobile arsenal of nuclear warheads if it appears the country is about to fall under the control of the Taliban, Al Qaeda or other Islamic extremists.” This plan was developed by General Stanley McChrystal when he headed the US Joint Special Operations Command at Fort Bragg, North Carolina. JSOC, the force reportedly involved in the Bin Laden operation. is composed of Army Delta Force, Navy SEALs and “a high-tech special intelligence unit known as Task Force Orange.”

“Small units could seize [Pakistan’s nukes], disable them, and then centralize them in a secure location,” claimed a source quoted by Fox.

China gives 50 State-Of-The-Art JF/17 Fighters to Pakistan for FREE !

The Chinese ultimatum came during the visit of Pakistani Prime Minister Gilani in Beijing, during which the host government announced the transfer of 50 state-of-the-art JF-17 fighter jets to Pakistan, immediately and without cost. Before his departure, Gilani had stressed the importance of the Pakistan-China alliance, proclaiming:

“We are proud to have China as our best and most trusted friend. And China will always find Pakistan standing beside it at all times….When we speak of this friendship as being taller than the Himalayas and deeper than the oceans it truly captures the essence of our relationship.”

These remarks were greeted by whining from US spokesmen, including Idaho Republican senator Risch.

The simmering strategic crisis between the United States and Pakistan exploded with full force on May 1, with the unilateral and unauthorized US commando raid alleged to have killed the phantomatic Osama bin Laden in a compound at Abottabad, a flagrant violation of Pakistan’s national sovereignty. The timing of this military stunt designed to inflame tensions between the two countries had nothing to do with any alleged Global War on Terror, and everything to do with the late March visit to Pakistan of Prince Bandar, the Saudi Arabian National Security Council chief. This visit had resulted in a de facto alliance between Islamabad and Riyadh, with Pakistan promising troops to put down any US-backed color revolution in the kingdom, while extending nuclear protection to the Saudis, thus making them less vulnerable to US extortion threats to abandon the oil-rich monarchy to the tender mercies of Tehran. A joint move by Pakistan and Saudi Arabia to break out of the US empire, whatever one may think of these regimes, would represent a fatal blow for the fading US empire in South Asia.

As for the US claims concerning the supposed Bin Laden raid of May 1, they are a mass of hopeless contradictions which changes from day to day. An analysis of this story is best left to literary critics and writers of theatrical reviews. The only solid and uncontestable fact which emerges is that Pakistan is the leading US target — thus intensifying the anti-Pakistan US policy which has been in place since Obama’s infamous December 2009 West Point speech.

The Shooting Has Already Started

The shooting between US and Pakistani forces escalated on Tuesday May 17, when a US NATO helicopter violated Pakistani airspace in Waziristan. Pakistani forces showed heightened alert status, and opened fire immediately, with the US helicopter shooting back. Two soldiers at a Pakistani check post on the border in the Datta Khel area were wounded.

Possible Pakistani retaliation for this border incursion came in Peshawar on Friday, May 20, when a car bomb apparently targeted a 2-car US consulate convoy, but caused no American deaths or injuries. One Pakistani bystander was killed, and several wounded. In other intelligence warfare, Ary One television reported the name of the CIA station chief in Islamabad, the second top US resident spook there to have his cover blown in six months.

US Envoy Grossman Rejects Pakistani Calls To Stop Border Violations

US Special Representative to Afghanistan and Pakistan Marc Grossman, the replacement for the late Richard Holbrooke, on May 19 arrogantly rejected Pakistani calls for guarantees that no more Abottabad-style unilateral operations would be mounted in Pakistan.In refusing to offer such assurances, Grossman claimed that Pakistani officials had never demanded respect for their border in recent years.

In the midst of this strategic crisis, India has gone ahead with inherently provocative scheduled military maneuvers targeting Pakistan. This is the “Vijayee Bhava” (Be Victorious) drill, held in the Thar desert of north Rajastan,. This atomic-biological-chemical Blitzkrieg drill involves the Second Armored Corps,

“considered to be the most crucial of the Indian Army’s three principal strike formations tasked with virtually cutting Pakistan in two during a full-fledged war.”

A CIA-RAW-Mossad Pseudo-Taliban Countergang

One way to provide the provocation needed to justify a US-Indian attack on Pakistan would be through an increase in terrorist actions attributable to the so-called Taliban. According to the mainstream Pakistani media, the CIA, the Israeli Mossad, and the Indian RAW (Research and Analysis Wing) have created their own version of the Taliban in the form of a terrorist countergang which they control and direct. According to one account,

“Central Intelligence Agency (CIA) operatives have infiltrated the Taliban and Al-Qaeda networks, and have created their own Tehrik-e-Taliban Pakistan (TTP) force in order to destabilize Pakistan.”

The former Punjab Regional Commander of the Pakistani Inter-Service Intelligence (ISI), retired Brigadier General Aslam Ghuman, commented:

“During my visit to the US, I learned that the Israeli spy agency Mossad, in connivance with Indian agency RAW, under the direct supervision of CIA, planned to destabilize Pakistan at any cost.”

In the wake of the unauthorized May 1 US raid, the Pakistani military chief General Kayani had issued his own warning that similar “misadventures” could not be repeated, while announcing that US personnel inside Pakistan would be sharply reduced. “তার উপদেষ্টারা জানিয়েছেন, এই সফরের ফলে ভারত-বাংলাদেশ সম্পর্কের রূপান্তর ঘটবে বলে আশা করছেন তারা।”

বার্তায় মরিয়ার্টি বলেন, “হাসিনা ও তার সহযোগীরা মনে করেন, ভারত-বাংলাদেশ সম্পর্কের উন্নতির মাধ্যমে নয়াদিল্লি তার প্রতিবেশীদের দেখাতে চাইবে যে, আঞ্চলিক বিষয়গুলোতে ভারত নতুন দৃষ্টিভঙ্গি নিয়ে এগোতে চায়।

কিন্তু ভারতের সঙ্গে কোনো চুক্তিকে বাংলাদেশের জনগণের কাছে গ্রহণযোগ্য করার বিষয়ে ‘প্রধানমন্ত্রীকে যথেষ্ট মনোযোগী বলে মনে হচ্ছে না’ বলেও মন্তব্য করেছেন মরিয়ার্টি।

ভারত-বাংলাদেশ সম্পর্কের উন্নয়ন হলে এ অঞ্চলে স্থিতিশীলতা ও সমৃদ্ধি আসবে উল্লেখ করে মরিয়ার্টি বলেন, “এর মধ্য দিয়ে যুক্তরাষ্ট্রেরও স্বার্থ রক্ষা হবে।”

উপদেষ্টা মরিয়ার্টিকে জানান, ভারত-বাংলাদেশ কূটনৈতিক সম্পর্কের ‘রূপান্তর’ ঘটানোর লক্ষে সমঝোতার ‘মঞ্চ’ প্রস্তুত করা হয়েছে। বিষয়টি বাংলাদেশ সরকারের অল্প কয়েকজন ছাড়া সবার কাছেই গোপন রাখা হয়েছে। এমনকি পররাষ্ট্রমন্ত্রীকেও (দিপু মনি) এতে অন্তর্ভুক্ত করা হয় মাত্র এক সপ্তাহ আগে। চুক্তিগুলো বাস্তবায়নের বিষয়ে সহায়তা দেওয়ার জন্য প্রধানমন্ত্রীর উপদেষ্টা এইচ টি ইমাম ও মশিউর রহমানকে শেষ মুহূর্তে এতে সম্পৃক্ত করা হয়।

হাসিনা-মনমোহন শীর্ষ সম্মেলনের আগে ভারতীয়রা দীর্ঘদিন ধরে ঝুলে থাকা ট্রানজিট ও আন্তঃযোগাযোগ-সংক্রান্ত চুক্তিগুলোর ওপরই বেশি গুরুত্ব দিচ্ছিল। রিজভীর সঙ্গে ভারতীয় কর্মকর্তাদের প্রস্তুতি বৈঠকে বাংলাদেশের বন্দর ব্যবহার করতে দেওয়া নিয়ে যে আলোচনা হয় তার মধ্যে সবচে বেশি বিতর্ক হয় মংলা বন্দর নিয়ে। কারণ এর ফলে কলকাতা বন্দরের বাণিজ্য খুলনায় স্থানান্তরিত হওয়ার আশঙ্কা রয়েছে।

প্রস্তুতি বৈঠকে সমুদ্রসীমা নিয়ে সবচেয়ে বেশি জটিলতার সৃষ্টি হয় বলে মরিয়ার্টিকে জানান রিজভী। তিনি জানান, বাংলাদেশ সমুদ্রসীমা নিয়ে আন্তর্জাতিক কর্তৃপক্ষের কাছে ‘একতরফা’ দাবি পেশ করায় ভারতীয়রা হতাশ হয়েছে।

রিজভীকে উদ্ধৃত করে মরিয়ার্টির বার্তায় বলা হয়,

Japan sets up covert foreign intelligence agency: WikiLeaks

Japan has created a covert foreign intelligence agency to spy on China and North Korea and to collect information on terrorist attacks, said a media report citing the whistleblower website WikiLeaks.

The agency, which aims to provide confidential information to the Japanese government, is the first such established by the country since World War II, the Sydney Morning Herald said on Monday.

The spy unit is modeled on Western counterparts such as the US Central Intelligence Agency (CIA), the Australian Secret Intelligence Service and the British MI6, the report said.

It has been established under the Japan’s Cabinet Intelligence and Research Office, or Naicho, a top intelligence agency in the country.

Diplomatic concerns made Japan to stay away from establishing espionage networks postwar, largely depending on data interception and other technical methods to gather intelligence data.

Japanese military and naval intelligence, along with the infamous secret police, the Kempeitai, carried out wide spy networks throughout east and south-east Asia up to the end of World War II, the report noted.

A secret report cabled to Washington by the US embassy in Tokyo indicates that the decision to create spy agency was taken by the former Prime Minister Yasuo Fukuda, and his successor, Taro, who headed Liberal Democratic Party government until September 2008.

”The decision has been made to go very slowly with this process as the Japanese realise that they lack knowledge, experience, and assets/officers. A training process for new personnel will be started soon,” the embassy reported.

The United States government has overestimated the amount of shame that it and American citizens can live down.  On February 15 “the indispensable people” had to suffer the hypocrisy of the U.S. Secretary of State delivering a speech about America’s commitment to Internet freedom while the U.S. Department of Justice (sic) brought unconstitutional action against Twitter to reveal any connection between WikiLeaks and Bradley Manning, the American hero who, in keeping with the U.S. Military Code, exposed U.S. government war crimes and who is being held in punishing conditions not permitted by the U.S. Constitution. The corrupt U.S. government is trying to create a “conspiracy” case against Julian Assange in order to punish him for revealing U.S. government documents that prove beyond every doubt the mendacity of the U.S. government.

He wanted to do in Saddam Hussein and told whatever fantasy lie he could make up that would serve his purpose.
If the Bush/Cheney Regime had really believed that Saddam Hussein had world-threatening weapons of mass destruction, it would have been a criminal act to concentrate America’s invading force in a small area of Kuwait where a few WMD could have wiped out the entire U.S. invasion force, thus ending the war before it began.
Some Americans are so thoughtless that they would say that Saddam Hussein would never have used the weapons, because we would have done this and that to Iraq, even nuking Baghdad.  But why would Saddam Hussein care if he and his regime were already marked for death? Why would a doomed man desist from inflicting an extraordinary defeat on the American Superpower, thus encouraging Arabs everywhere? Moreover, if Saddam Hussein was unwilling to use his WMD against an invading force, when would he ever use them?  It was completely obvious to the U.S. government that no such weapons existed. The weapons inspectors made that completely clear to the Bush/Cheney Regime.  There were no Iraqi WMD, and everyone in the U.S. government was apprised of that fact.
Why was there no wonder or comment in the “free” media that the White House accused Iraq of possession of terrible weapons of mass destruction, but nevertheless concentrated its invasion force in such a small area that such weapons could easily have wiped out the invading force?

“Curveball” represents a new level of immorality.  Rafid al-Janabi shares responsibility  for one million dead Iraqis, 4 million displaced Iraqis, a destroyed country, 4,754 dead American troops, 40,000 wounded and maimed American troops, $3 trillion of wasted US resources, every dollar of which is a debt burden to the American population and a threat to the dollar as reserve currency, ten years of propaganda and lies about terrorism and al Qaeda connections, an American “war on terror” that is destroying countless lives in Afghanistan, Pakistan, Yemen, Somalia, and which has targeted Iran, and which has destroyed the Bill of Rights, the US Constitution, and the civil liberties that they guarantee.  And the piece of lying excrement, Rafid al-Janabi, is proud that he brought Saddam Hussein’s downfall at such enormous expense.
Now that Rafid al-Janabi is revealed in the Guardian interview, how safe is he?  There are millions of Iraqis capable of exterminating him for their suffering, and tens of thousands of Americans whose lives have been ruined by Rafid al-Janabi’s lies.

Only the opinion of the world´s 6–7.000 elitists count.  Mr. Rivkin wants the Muslims to destroy French “Laícité” and Christian faith alike through Interfaith groups which will always be dominated by Muslims – and all the more, the more their percentage of the population constitutes. Mr. Rivkin will connect France’s future  leaders to each other in a forum the values of which the US helps to shape. And he wants French history education to be reformed so as to describe the merits of Nuslims in French history (Which?).  Finally Ambassador Rivkin writes: “While we could never claim credit for these positive  developments, we will focus our efforts in carrying out  activities, described above, that prod, urge and stimulate  movement in the right direction. In addition, we will track  intangible measures of success — a growing sense of  belonging, for example, among young French minorities, and a  burgeoning hope that they, too, can represent their country  at home, and abroad, even one day at the pinnacle of French  public life, as president of the Republic.” This means a desire to deal the deathblow to Western world sovereignty, culture and Christianity. This US undermining takes place in coolaboration with the  French Ministry of the Interior. In other countries a similar US (“The New World”) Illuminati undermining is no doubt taking place – e.g. in Muslim countries, aiming at emigration to the West and revolutions, as was the case with the Iranian revolution in 1979 – and now in EU´s Arab Euromediterranean “partner” countries. This is exactly Adam Weishaupt´s Illuminati program. But these indefatigable Illuminati cannot or will not understand that Islam and infidel populations are just as incompatible as fire and water – or is that exactly what they do understand? Their imclusion program is the failed program of the EU/UNESCO/ARAB LEAGUE/ISESCO/DCCD´s Anna Lindh Foundation and here and here. UK Prime Minister,  David Cameron, has had enough. (C/NF) SUMMARY: In keeping with France’s unique history  and circumstances, Embassy Paris has created a Minority  Engagement Strategy that encompasses, among other groups, the  French Muslim population and responds to the goals outlined in reftel A. Our aim is to engage the French population at  all levels in order to amplify France’s efforts to realize  its own egalitarian ideals, thereby advancing U.S. national  interests. While France is justifiably proud of its leading  role in conceiving democratic ideals and championing human  rights and the rule of law, French institutions have not  proven themselves flexible enough to adjust to an  increasingly heterodox demography. We believe that if  France, over the long run, does not successfully increase   opportunity and provide genuine political representation for  its minority populations, France could become a weaker, more  divided country, perhaps more crisis-prone and  inward-looking, and consequently a less capable ally. To  support French efforts to provide equal opportunity for  minority populations, we will engage in positive discourse;  set a strong example; implement an aggressive youth outreach  strategy; encourage moderate voices; propagate best  practices; and deepen our understanding of the underlying  causes of inequality in France. We will also integrate the  efforts of various Embassy sections, target influential  leaders among our primary audiences, and evaluate both  tangible and intangible indicators of the success of our  strategy. BACKGROUND: THE CRISIS OF REPRESENTATION IN FRANCE

¶2. (C/NF) France has long championed human rights and the  rule of law, both at home and abroad, and justifiably  perceives itself as a historic leader among democratic  nations. This history and self-perception will serve us well  as we implement the strategy outlined here, in which we press  France toward a fuller application of the democratic values it espouses. This strategy is necessary because French  institutions have not proven themselves flexible enough to  adjust to the country’s increasingly heterodox demography. Very few minorities hold leadership positions in France’s  public institutions. As President Sarkozy’s own Diversity  Czar Yazid Sabeg told Ambassador Rivkin in December, the  National Assembly “serves as a mirror of the crisis of
representation in France” (reftel B). The National Assembly,  among its 577 deputies, has a single black member from  metropolitan France (excluding its island territories), but  does not have any elected representatives of Muslim or Arab extraction, though this minority group alone represents  approximately 10 percent of the population. The Senate has  two Muslim Senators (out of 343), but no black  representatives and only a few Senators hail from other  ethnic or religious minorities. Sabeg also noted that none  of France’s approximately 180 Ambassadors is black, and only  one is of North African descent. Despite Sarkozy’s  appointment of leaders such as Rachida Dati, Fidela Amara and  Rama Yade, minorities continue to confront a very thick glass  ceiling in France’s public institutions. The French media  remains overwhelmingly white, with only modest increases in  minority representation on camera for major news broadcasts.  Among French elite educational institutions, we are only  aware that Sciences Po has taken serious steps to integrate.  While slightly better represented in private organizations,  minorities in France lead very few corporations and  foundations. Thus the reality of French public life defies  the nation’s egalitarian ideals. In-group, elitist politics  still characterize French public institutions, while extreme  right, xenophobic policies hold appeal for a small (but  occasionally influential) minority. Post will continue to  explore other underlying causes of the social, political and  economic barriers impeding the advancement of minorities in  France (see Tactic 6, below).

¶3. (C/NF) France suffers consequences when its leading  institutions fail to reflect the composition of its  population. We believe France has not benefited fully from  the energy, drive, and ideas of its minorities. Despite some  French claims to serve as a model of assimilation and  meritocracy, undeniable inequities tarnish France’s global  image and diminish its influence abroad. In our view, a  sustained failure to increase opportunity and provide genuine  political representation for its minority populations could  render France a weaker, more divided country. The  geopolitical consequences of France’s weakness and division  will adversely affect U.S. interests, as we need strong  partners in the heart of Europe to help us promote democratic

values. Moreover, social exclusion has domestic consequences  for France, including the alienation of some segments of the  population, which can in turn adversely affect our own  efforts to fight global networks of violent extremists. A  thriving, inclusive French polity will help advance our  interests in expanding democracy and increasing stability  worldwide.

A STRATEGY FOR FRANCE: OUR AIMS

(C/NF) The overarching goal of our minority outreach  strategy is to engage the French population at all levels in  order to help France to realize its own egalitarian ideals.  Our strategy has three broad target audiences in mind: (1)  the majority, especially the elites; (2) minorities, with a  focus on their leaders; (3) and the general population.  Employing the seven tactics described below, we aim (1) to  increase awareness among France’s elites of the benefits of  expanding opportunity and the costs of maintaining the status  quo; (2) to improve the skills and grow the confidence of  minority leaders who seek to increase their influence; (3)  and to communicate to the general population in France that we particularly admire the diversity and dynamism of its  population, while emphasizing the advantages of profiting  from those qualities by expanding opportunities for all.

TACTIC 1: ENGAGE IN POSITIVE DISCOURSE

¶5. (C/NF) First, we will focus our discourse on the issue of  equal opportunity. When we give public addresses about the  community of democracies, we will emphasize, among the  qualities of democracy, the right to be different, protection  of minority rights, the value of equal opportunity, and the  importance of genuine political representation. In private  meetings, we will deliberately direct questions about equal  opportunity in France to high-level, non-minority French  leaders. Rather than retreating from discussions involving  two sacred cows in France — the concepts of “secularism” and  “communitarianism” — we will engage French leaders directly  about the role that their terminology and intellectual  frameworks could play in creating (or diminishing) equality of opportunity in France. We will endeavor to convey the  costs to France of the under-representation of minorities,  highlighting the benefits we have accumulated, over time, by  working hard to chip away at the various impediments faced by American minorities. We will, of course, continue to adopt a  humble attitude regarding our own situation in the U.S., but  nevertheless will stress the innumerable benefits accruing  from a proactive approach to broad social inclusion,  complementing our French partners on any positive steps they  take. In addition, we will continue and intensify our work  with French museums and educators to reform the history  curriculum taught in French schools, so that it takes into  account the role and perspectives of minorities in French history.

TACTIC 2: SET A STRONG EXAMPLE

¶6. (C/NF) Second, we will employ the tool of example. We will continue and expand our efforts to bring minority  leaders from the U.S. to France, working with these American  leaders to convey an honest sense of their experience to  French minority and non-minority leaders alike. When we send  French leaders to America, we will include, as often as  possible, a component of their trip that focuses on equal  opportunity. In the Embassy, we will continue to invite a  broad spectrum of French society to our events, and avoid, as  appropriate, hosting white-only events, or minority-only  events. We will be inclusive, working in this way to break  down barriers, facilitate communication, and expand networks.  By bringing together groups who would not otherwise interact  together, the Embassy will continue to use its cachet to  create networking opportunities that cut through traditional cultural and social barriers in France.

TACTIC 3: LAUNCH AGGRESSIVE YOUTH OUTREACH

¶7. (C/NF) Third, we will continue and expand our youth  outreach efforts in order to communicate about our shared  values with young French audiences of all socio-cultural  backgrounds. Leading the charge on this effort, the  Ambassador’s inter-agency Youth Outreach Initiative aims to  engender a positive dynamic among French youth that leads to  greater support for U.S. objectives and values. Some

elements of our Youth Outreach Initiative have particular  importance for minorities, including:  — Drawing heavily on new media, we aim first to build trust  and gain understanding among French youth from diverse backgrounds.  — While reinforcing mutual trust and understanding, we seek  to help France’s next generation improve their capacity to  lead in their communities, while also conveying the  importance of transcending the bounds of their own  communities in order to make a broader, national impact.
– To achieve these aims, we will build on the expansive  Public Diplomacy programs already in place at post, and  develop creative, additional means to influence the youth of  France, employing new media, corporate partnerships,  nationwide competitions, targeted outreach events, especially invited U.S. guests.
– We will also develop new tools to identify, learn from,  and influence future French leaders. — As we expand training and exchange opportunities for the  youth of France, we will continue to make absolutely certain  that the exchanges we support are inclusive. — We will build on existing youth networks in France, and  create new ones in cyberspace, connecting France’s future  leaders to each other in a forum whose values we help to  shape — values of inclusion, mutual respect, and open dialogue.

TACTC 4: ENCOURAGE MODERATE VOICES

(C/NF) Fourth, we will encourage moderate voices of  tolerance to express themselves with courage and conviction.  Building on our work with two prominent websites geared toward young French-speaking Muslims — oumma.fr and saphirnews.com — we will support, train, and engage media and political activists who share our values. As we continue  to meet with moderate leaders of minority groups, we will  also expand our efforts to facilitate grass roots inter-faith exchanges. We will share in France, with faith communities  and with the Ministry of the Interior, the most effective  techniques for teaching tolerance currently employed in  American mosques, synagogues, churches, and other religious  institutions. We will engage directly with the Ministry of  Interior to compare U.S. and French approaches to supporting  minority leaders who seek moderation and mutual  understanding, while also comparing our responses to those
who seek to sow hatred and discord.

TACTC 5: PROPAGATE BEST PRACTICES

(C/NF) Fifth, we will continue our project of sharing  best practices with young leaders in all fields, including  young political leaders of all moderate parties so that they  have the toolkits and mentoring to move ahead. We will create or support training and exchange programs that teach  the enduring value of broad inclusion to schools, civil  society groups, bloggers, political advisors, and local  politicians. Through outreach programs, Embassy officers from all sections will interact and communicate to these same groups our best practices in creating equal opportunities for  all Americans. We will also provide tools for teaching  tolerance to the network of over 1,000 American university students who teach English in French schools every year.

TACTIC 6: DEEPEN OUR UNDERSTANDING OF THE PROBLEM

(C/NF) Sixth, through focused contact work, reporting  and analysis, we will deepen the USG understanding of the  underlying causes of inequality and discrimination in France.  We will break new ground by examining how the very structure  of some French institutions may limit minority representation in elected office and the high ranks of the civil service.  Examining significant developments in depth, such as the  debate on national identity (reftel B), we plan to track  trends and, ideally, predict change in the status of  minorities in France, estimating how this change will impact   U.S. interests. As our awareness expands and deepens, we  will adjust, accordingly, the minority outreach strategy  described here.

TACTIC 7: INTEGRATE, TARGET, AND EVALUATE OUR EFFORTS

¶11. (C/NF) Finally, a Minority Working Group will integrate  the discourse, actions, and analysis of relevant sections and  agencies in the Embassy. This group, working in tandem with  the Youth Outreach Initiative, will identify and target influential leaders and groups among our primary audiences.  It will also evaluate our impact over the course of the year,  by examining both tangible and intangible indicators of  success. Tangible changes include a measurable increase in the number of minorities leading and participating in public  and private organizations, including elite educational  institutions; growth in the number of constructive efforts by  minority leaders to organize political support both within  and beyond their own minority communities; new, proactive  policies to enhance social inclusion adopted by non-minority  political leaders; expansion of inter-communal and  inter-faith exchanges at the local level; decrease in popular support for xenophobic political parties and platforms.

Britain complicit in extreme torture

British authorities have collaborated with Bangladeshi security forces to hunt British nationals and interrogate them outside the country in secret bases where inmates are known to have died under torture.

Guardian quoted sources in both countries as saying London used Bangladeshi intelligence agencies and police forces to cross-examine suspects with dual British-Bangladeshi nationality in operations during which a number of detainees became victims of extreme forms of abuse.

In one of the meetings between British and Bangladeshi officials, former Home Secretary Jacqui Smith met officials of Bangladeshi Directorate-General of Forces Intelligence (DGFI) which was criticized for its human rights record by the Human Rights Watch just about two months earlier.

According to a DGFI officer, Smith, whose department had earlier reported prevalent torture in Bangladesh, privately called on the agency, during the meeting, to examine the case of several people whom she described as suspicious.

Reports said a number of British suspects became subject to torture in the secret interrogation center known as the Task Force for Interrogation cell (TFI).

The inmates reported horrific torture methods including being forced to stand still for six days with their hands chained to bars above their heads, receiving electric shocks and even being strapped to a chair while a drill was slowly driven into their bodies.

This is while Smith’s own department had mentioned the very torture methods used on the victims as commonplace practice by the DGFI.

Reports claimed of MI6 and MI5’s complicity in the interrogation and torture cases sanctioned by senior government officials including Smith, former foreign secretary David Miliband and former Home Secretary Alan Johnson.

This comes as earlier WikiLeaks cables revealed the British government trained the Bangladeshi rapid action Battalion (RAB), also involved in the torture cases.

RAB, which were described as a “death squad” by the Human Rights Watch, were blamed for hundreds of extra-judicial killings and human rights violation cases before receiving training by Britain.

Britain trains Bangladeshi torturers: New evidence

Further evidence has come to light of the relationship between British governments and a Bangladeshi paramilitary death squad.

A leaked US embassy cable showed that the Rapid Action Battalion (RAB), responsible for hundreds of murders, received British training in “investigative interviewing techniques”.

It has emerged that British authorities passed information about British nationals to the group—while they were held at a secret interrogation centre where inmates have died under torture.

Gulam Mustafa, from Birmingham, was beaten and tortured with electric shocks.

According to the Guardian newspaper, Bangladeshi police officers say his arrest had been at the request of MI6.

Former Labour ministers Jacqui Smith, Alan Johnson and David Miliband all have questions to answer over torture in Bangladesh.

The foreign office says the British government continues to “provide a range of human rights assistance” in the country.
